30% vacancies for doctors: the public hospital wants a "consensus conference"

It is no longer one in four but soon one in three. According to the latest figures provided this Wednesday morning by the French Hospital Federation, the FHF, which represents the 1000 public hospitals, "almost 30% of the posts of doctors in the hospital are not filled because of the shortage". A worsening that questions the solutions to find to attract health professionals in hospitals, beyond the only question of remuneration and working conditions.

What are the consequences of this lack of doctors? "Although we have called on doctors who have graduated abroad, and we use temporary staff regularly, we are led to close certain services, often temporarily," says Frédéric Valletoux, president of the FHF.

5000 fewer doctors in 2020. The situation will not get better, recalled at the same time the president of the first union of general practitioners, MG-France. According to Jacques Battistoni, “we are currently reaching the peak ( Editor's note: the highest point of a voltage ) medical demography: we are currently faced with promotions of 8000 doctors, trained in the 1970s, who cease their activity and who must be replaced by new promotions, of the order of 3000 doctors, due to the numerus clausus . And so, he warns, the number of generalists will continue to drop, whatever we do. ” And the medical deserts will expand.

The FHF wants a "consensus conference". In this context, and because things and reforms are not moving fast enough, Frédéric Valletoux demands the organization not of a Grenelle hospital – "because the problem goes beyond the walls of the hospital" – but d 'A consensus conference'. Objective: to bring together all the actors of health, public, private, medical unions, associations of elected officials, patient representatives, to get out of the midst of health professionals and present a united front. "To present together goals and the means to move forward," he says. Like a Grenelle of health, without the representatives of the State.

Comparison of public / private remuneration. However, the FHF has specific demands whose target is clearly identified: the favoritism enjoyed by the lucrative private sector. For this, the federation demands "a national study on the differences in remuneration between the public sector and the private sector, by specialization, and by territory, because we know that there are also significant disparities depending on the shortages in each territory ”, explains Zaynab Riet, general delegate of the federation. Objective stated: "reduce the pay gap".

Public nursing homes under threat. The FHF also wants equal treatment between public and private in terms of funding for psychiatry and nursing homes (accommodation establishments for dependent elderly people). In the public sector, the financing of their activity is done by endowment while the private sector bills in days and can therefore adjust its income. Consequently, the envelope of the private sector has increased in recent years by 3.2% while that of the public has increased by only 1.2%. "If we do not quickly restore the equity of resources and prices between public and private, in ten years there will only be private nursing homes," warns the FHF.

Support measured for resigning physicians. If the FHF does not support the movement of 1000 doctors who have threatened to resign from their administrative missions, it is “because we must be careful not to weaken our system a little more”, but Frédéric Valletoux admits: “ We make the same observations as them ”.
