MADISON, Wisconsin (AP) – A 24-year-old Wisconsin native stepped forward on Tuesday demanding a $ 768 million Powerball jackpot, the third largest in the US. He said he felt "pretty happy" when he bought his tickets.
Manuel Franco of West Allis said he had sorted out $ 10 worth of tickets picked up after the March 27 draw and said he had checked all his tickets. Then he saw that one last ticket was glued to another, and told the reporters the feeling as he brought the first two numbers together. Then he glanced at the powerball to see that he, too, agreed.
"I was going crazy," said Franco. "I looked back to the three other numbers that all fitted together, my heart began to race, my blood began to pump, I felt warm, I started screaming."
Franco declined to talk much at a press conference hosted by Wisconsin lottery officials. He smiled a lot but refused to ask how he made a living and what kind of car he drives. Franco said he gave up work on the second day after winning and said he just could not continue.
He said he would make a lump sum, hoping to make some donations to charity, and be prepared for people who might ask for money.
"I'm ready and I know how to say no," said Franco.

Under Wisconsin law, winners can not remain anonymous.
The winning ticket was sold on March 27 at a Speedway service station in Milwaukee, a suburb of New Berlin, a city of approximately 40,000 residents, approximately 23 kilometers southwest of Milwaukee.
The $ 768 million award refers to a pension option that is paid over 29 years. The winner can also choose a cash option of $ 477 million. Almost all the big winners choose the cash prize. The gas station receives $ 100,000 for the sale of the coupon.
The jackpot is the third largest behind the $ 1.6 billion World Record Powerball jackpot awarded to the winners in California, Florida and Tennessee in January 2016, along with a $ 1.5 billion Mega Millions jackpot won last October in South Carolina.
Wisconsin Department of Revenue officials estimated that if the winner receives the cash prize, the state would claim $ 38 million in profits as tax revenue. Annual tax revenues from pensions would increase from $ 11.6 million this year to $ 47 million by 2048.
The prize comes almost exactly two years after Wisconsin won its last Powerball jackpot when a Milwaukee resident won $ 156.2 million on March 22, 2017.
The chances of bringing all six balls together in the Powerball draw were 1 in 292.2 million. The winning numbers were 16, 20, 37, 44 and 62.
Seven tickets matched all five white balls, but missed the red Powerball to win a prize of $ 1 million. These tickets were sold in Arizona, two in California, Indiana, Missouri, New Jersey and New York. Two other tickets sold in Kansas and Minnesota matched all five white balls and doubled the prize to $ 2 million, as the tickets included the Power Play option for an additional $ 1.
Powerball is played in 44 states, Washington, DC, US Virgin Islands and Puerto Rico.
