The Community of Madrid, Barcelona and its metropolitan area, and some health areas of Castilla y León will continue in phase 0, as announced yesterday by the Minister of Health. But with reliefs in the restrictions to the region presided over by Isabel Díaz Ayuso and the Catalan capital.
This is the intermediate solution proposed by the Catalan Government for Barcelona and its metropolitan area: a kind of phase 0.5 to allow some activities contemplated in phase 1, such as the opening of shops of less than 400 meters without an appointment and with capacity limitations, visit worship centers, museums or libraries, but without opening the terraces of the bars or visiting relatives.
The communities will be able to decide if they open the social services, the scientific facilities, the loan of books in libraries, the high-performance centers with hygiene measures and that up to 10 people can attend the wake (15 in open spaces).
The regulation has been published in the Official State Gazette (BOE) as a final provision of the order that regulates phase 2. In that final provision, the order that initiated the preparation phase is in turn modified and refers to the phase 1 regulating order for areas such as teleworking, face-to-face work, retail, schools, libraries, scientific facilities and others. There are other minor differences, but the great exceptions are the freedom of movement for family or social gatherings and the opening of hotel terraces. In economic matters, there are hardly more limitations than those that exist for all communities in phase 1.
Thus, starting Monday, 30% of the population (14 million people) will continue in the initial phase of de-escalation. Thus, the Government rejects the proposal of the Community of Madrid that requested, for the second time, to pass entirely to the next phase. “Madrid has made a huge effort to train its healthcare but we need time to consolidate it, it continues to be the community that registers the most cases on a daily basis, along with Catalonia,” argued Fernando Simón, emergency coordinator and part of the technical committee. who has made the decision.
Changes in phase 1
The restriction measures for phase 1 areas are relaxed – all the territory except the Community of Madrid, the Barcelona metropolitan area, part of Castilla y León and the four islands in phase 2 -. In commerce, the opening of commercial premises and assimilated services is allowed with a useful exhibition and sale area of less than or equal to 400 square meters.
In establishments with a higher useful surface, it is established that the space that is reopened to the public can be limited by adjusting to this threshold.
The order also introduces a third additional provision on commercial or promotional actions that authorizes discounts at commercial establishments “accompanied by measures aimed at ensuring that there are no crowds that prevent the maintenance of the safety distance, compliance with limits of capacity, or that they compromise the rest of the measures established “in the order.
If these rules are not complied with, adds this provision, businesses must carry out the “immediate cessation of the aforementioned commercial or promotional actions if necessary”.
Hunting and sport and recreational fishing are permitted.
