Because the turnover of shops on rue du Center has fallen on average by 3% since 2014, action has just been taken to restore dynamism and attractiveness to the main shopping street in the city center. To achieve this, the town hall has just enlisted the services of project management assistance in order to define a strategy for the development of the street but also of the entire Plein-Center district, both on the urban and commercial side. . Following a call for tenders, the Lyon-based company Interland, which is already working on the Grand Val d’Aran project, was selected as a design office among six other candidates. A budget of € 95,940 will enable it to work on urban, architectural and landscape design, but also on commercial strategy and programming, operational and real estate setup, relations with commercial investors, and citizen participation.
One year of study
The study will consist of three stages mainly carried out during the year 2021. For five months, the diagnostic phase will make it possible to build and share an inventory of the central district and in particular of the rue du Center with a public meeting, a seminar in presence of economic players and the installation of a participatory web platform. The urban component will include an analysis of the territorial context and urban dynamics, an architectural, landscape and habitat inventory, as well as an analysis of the interface with the Grand Val d’Aran project. The trade component will endeavor to identify and analyze the structure of the city center offer and its economic weight, to analyze the open air market offer, as well as consumption habits and the reasons for frequentation or non-attendance.
This component will also include a qualitative understanding of the urban environment and commerciality factors, and an analysis of governance, collective dynamics and commercial animation. Then the following three months will be the time for the stakes phase in order to specify the issues and strategic orientations. Finally, the last four months will be devoted to the programming phase in order to translate the master plan into an operational and implementation strategy over time.
