NRW is divided into 128 constituencies – one of them is the constituency Cologne 1. It includes the city district 1 city center with the district 102 – Neustadt-Süd and 2 Rodenkirchen. According to the state returning officer, 13.2 million eligible voters are called upon to vote in the 2022 state elections in North Rhine-Westphalia. All adult Germans who have had their main residence in North Rhine-Westphalia for at least 16 days before the election date are allowed to vote. The state elections in North Rhine-Westphalia take place every five years. These were the 2017 election results for second votes in Cologne 1 constituency:

  • CDU: 26.6 percent
  • SPD: 25.7 percent
  • FDP: 16.2 percent
  • AfD: 4.6 percent
  • Greens: 13.2 percent
  • Left: 8.7 percent
  • Pirates: 1.0 percent
  • Other: 3.9 percent

125,713 people were eligible to vote, and the turnout was 69.4 percent.

Oliver Kehrl (CDU – 34.3 percent) took over the direct mandate from the previous constituency deputy Ingrid Hack (SPD) – her place (29) on the SPD state list was not enough to get her back into the state parliament. Apart from Kehrl, no other applicant from the constituency initially achieved a seat in the state parliament. On October 11, 2017, the FDP candidate Lorenz Deutsch, whose 30th place on the state list was initially not sufficient for a mandate, succeeded his former party friend Christian Lindner in the state parliament.
