Hermann Escarrá, a member of the National Constituent Assembly (ANC), said Monday that the new Magna Carta could contemplate that the communes assume legislative functions.
"I am proposing a first camera and that camera is the chamber of the communes, respecting the chamber of the deputies of the National Assembly. There the debate could be, that there is a large sector that supports this, there the debate could be the name. Some think we should rescue Simón Bolívar's proposal for the Constitution of Bolivia and rather call it, the tribune's camera, "Escarrá said during an interview with VTV.
The Constitutionalist lawyer explained that the functions of the communes would be superior to those of the National Assembly.
"Beyond the debate it is wanted that the communes assume also the national Legislative Power with attributions and competitions to such point that it would be the first camera and the second camera would be the one of the National Assembly with its camera of deputies", added.
