[Epoch Times November 23, 2021]After the Sixth Plenary Session of the Communist Party of China, the issue about Peng Shuai has not only been enthusiastic, but has also attracted the attention of many international organizations including the White House and the United Nations. Come, it may even trigger a boycott of the Beijing Winter Olympics.
At the same time, Gao Ge, the wife of Meng Hongwei, former chairman of Interpol and former deputy minister of the Ministry of Public Security of the Communist Party of China, suddenly appeared in the public eye again in a high profile. He has been sentenced, and the day after Gao Ge made his voice, Zhao Kezhi was replaced by Xi Jinping’s confidant, Wang Xiaohong, as the party secretary of the Ministry of Public Security of the Communist Party of China. In addition, Liu Jinguo, a member of the Central Commission for Discipline Inspection, was found absent from the Sixth Plenary Session and the Standing Committee of the Central Commission for Discipline Inspection, leaving a mystery…
So, why did these seemingly independent events happen at the same time? Moreover, several incidents have quite unusual places. What is the connection behind them? Today we will talk about these topics.
Zhang Gaoli scandal continues to ferment
Let us first look at the recent development of the Peng Shuai incident. Under frequent questioning by the international community, Peng Shuai, who has disappeared for more than two weeks, has been seen intensively these days.
First, the Global Television Network of the Communist Party of China tweeted an e-mail that Peng Shuai allegedly wrote to the International Women’s Tennis Association (WTA) to report safety, and then three photos of Peng Shuai were thrown out. Two days immediately afterwards, Hu Xijin posted a video on Twitter of Peng Shuai and his friends having a dinner. On the 21st, the International Olympic Committee also issued a statement stating that the chairman of the Olympic Committee and Peng Shuai had a 30-minute conversation. Peng Shuai explained that he was safe, but he wanted his privacy to be respected.
However, Peng Shuai’s statement is also contrary to his real-name disclosure on his personal Weibo, and he actively disclosed his privacy. Peng Shuai knows that he and Zhang Gaoli are both public figures, and the content of the disclosure is bomb-level. , If you want privacy and respect now, why did you choose to inform the world in the first place?
There are two interesting points here: First, it takes great courage to report the former Politburo Standing Committee member in real name. Who gave Peng Shuai such courage? Second, why this matter was unbiased, and the election broke out on the eve of the upcoming Sixth Plenary Session of the Communist Party of China. The timing is too coincidental. Is this going to beat Zhang Gaoli?
Therefore, the Peng Shuai incident continues to ferment, and there must be more fierce fighting behind it.
We know that the CCP is very good at manipulating the media. It usually does not respond to sensitive events, let the events gradually fade, or deliberately create other events to divert attention. But this time they responded intensively, seeming to deliberately want to stir up the incident.
A scholar in Australia, Yuan Hongbing, quoted sources from the Communist Party of China as saying that before the Sixth Plenary Session of the Central Committee, Xi Jinping asked Li Zhanshu to publicly criticize Jiang Zemin in the third historical resolution and be responsible for corruption. However, it was fiercely opposed by Zhang Gaoli and others in the CCP, which angered Xi Jinping. Therefore, Zhang’s scandal was made public. If this is the case, the Peng Shuai incident is obviously a warning to Zhang Gaoli. .
Yuan Hongbing believes that if things can be reported, it must be a manifestation of the intensification of the power struggle within the CCP, and this must be instigated by others.
Zhang Gaoli, who once claimed to be born with a hard life, said that she was a “bitter child” who grew up eating dried sweet potatoes. However, relying on Jiang Zemin, he eventually became the deputy prime minister of the Communist Party of China. It is said that Zhang Gaoli’s skill in flattering is very real. There was a true story in the early years. In 2006, Jiang Zemin, who had abdicated, wanted to ascend Mount Tai. Regardless of the May Day holiday, Zhang Gaoli, who was in charge of Shandong, ordered Mount Tai to “close the mountain for two days” and asked local leaders and officials to ” “Welcome in line”, he also prepared an eight-person sedan chair to carry Jiang Zemin up the mountain, and he followed him closely. Climbing Jiang Zemin, Zhang Gaoli entered the official through train.
Zhang Gaoli is Jiang Zemin and Zeng Qinghong’s powerful lover. Many powers are in the hands of Zhang Gaoli. Zhang Gaoli has worked in Guangdong for 31 years and controls the forces in Shenzhen and Guangdong.
Shenzhen City, Guangdong Province, is located in the economically developed Pearl River Delta, adjacent to Hong Kong, and occupies a pivotal position in the mainland economy. Shenzhen’s GDP perennially follows Shanghai and Beijing, and is China’s third largest economic city. Guangdong is not only a major economic province in China, but also the first province to open to the outside world. Although Xi Jinping’s father, Xi Zhongxun, served as the chief executive of Guangdong in his early years, Xi Jinping has never been able to control Guangdong.
In the Peng Shuai incident this time, Xi Jinping aimed at Zhang Gaoli, and it is very likely that he would also take control of Guangdong and Shenzhen.
Let’s take a look next, why Meng Hongwei’s wife suddenly appeared at this time.
At the end of September 2018, Meng Hongwei, the former deputy minister of the Ministry of Public Security of the Communist Party of China and the former chairman of Interpol, was detained by the Central Commission for Discipline Inspection of the Communist Party of China after returning to China from France. Later, his wife Gao Ge reported the case in France and held a press conference to ask for help. However, Gao Ge himself was shown from behind and did not show his true face. On March 27, 2019, Meng Hongwei was “double-opened” by the CCP. In January 2020, Meng Hongwei was sentenced to 13 and a half years in prison for bribery.
So, after Meng Hongwei was sentenced for nearly two years, why would Gao Ge again high-profile aggrieved Meng Hongwei at this time? It can be seen that now is the time when officials from the Ministry of Public Security of the Communist Party of China want to participate in the election of members of the new INTERPOL Executive Committee. In addition, it may also be seen from the historical resolutions issued after the Sixth Plenary Session of the CCP that the CCP’s high-level game is very fierce. What does Meng Hongwei have to do with this?
Meng Hongwei has served in the Ministry of Public Security of the Communist Party of China for many years. Zhou Yongkang served as Minister of Public Security in 2003. In the second year, Meng Hongwei was promoted to Deputy Minister and Party Committee Member and became Zhou’s important deputy.
According to earlier disclosures by the CCP’s Central Commission for Discipline Inspection and the media, Meng Hongwei used his position for personal gain. After serving as the chief of the CCP’s Coastal Police Department, Meng Hongwei successively transferred more than 10 active border guards and coastal police soldiers to provide daily services at his home. In 2005, after Gao Ge married Meng Hongwei, he held director and senior positions in many companies and received an annual salary of more than RMB 5 million.
Although Meng Hongwei’s arrest caused a sudden change in Gao Ge’s privileged life, the money in her hands still ensured that she and her son enjoyed a prosperous life in France. Gao Ge, indeed, was silent for nearly two times after Meng Hongwei was sentenced. Years, then why is Gao Ge suddenly not afraid of the CCP’s revenge, not only showcasing his face to speak for Meng Hongwei, but also in the interview, calling the CCP a devil?
What’s more intriguing is that Gao Ge not only described Meng Hongwei as a victim of the CCP’s power struggle, but also talked about the CCP’s internal struggles and reforms. She mentioned that there are two ways of fighting within the CCP. The subtext of the method used by Meng Hongwei is “suppression of dissidents.” The other is to promote constitutional democracy and solve problems from the root, which seems to be directed at the highest level in Zhongnanhai. Who gave her the guts?
Some analysts believe that there is obviously a push behind Gao Ge, and it involves high-level games. Because Meng Hongwei was once a close friend of Zhou Yongkang, it is not surprising that Jiang faction is behind Gao Ge. Gao Ge’s appearance is also when the CCP is about to run for a member of the Interpol Executive Committee, which also proves that the power struggle between the CCP factions has intensified. So what did the Beijing authorities do?
Remove Zhao Kezhi and Xi Jinping to take over the public security system
On November 19, the second day after Gao Ge made his voice, another major personnel change occurred in the Ministry of Public Security of the Communist Party of China. The Minister of Public Security Zhao Kezhi no longer concurrently serves as the party secretary, but Wang Xiaohong, the Deputy Minister of Public Security.
This personnel change is very strange, because the party secretary is Wang Xiaohong, but Zhao Kezhi is still a minister in administration, Wang Xiaohong’s superior; and in party affairs, Zhao Kezhi becomes Wang Xiaohong’s subordinate.
In other words, their administrative and party positions overlap. Such adjustments are very rare. Xi Jinping put Wang Xiaohong almost in the top position, which also shows that Xi Jinping does not trust Zhao Kezhi so much. According to the Chinese Communist Party’s practice, the party secretary is the top leader of key departments. Now, Zhao Kezhi has been removed from the Ministry of Public Security. The position of the top leader, what kind of ending will follow, so it seems that it is quite unfavorable.
Wang Xiaohong is a hard-core confidant of Xi Jinping, and it is rumored that he has a good personal relationship. As early as the 1990s, when Xi Jinping was the secretary of the Fuzhou Municipal Party Committee, Wang Xiaohong served as the director of the Fuzhou Public Security Bureau, responsible for Xi’s safety and security, and he was considered Xi’s personal bodyguard.
It is said that Wang Xiaohong lived downstairs in Xi Jinping at that time. As Peng Liyuan was not in Fujian, his daughter often stayed at Wang Xiaohong’s house during Xi Jinping’s business trip. After Xi Jinping took control of Zhongnanhai, Wang Xiaohong was first transferred to Henan as the director of public security, and then transferred to the director of Beijing Municipal Public Security in 2015, as an important part of Xi Jinping’s multiple security lines.
In 2018, Wang Xiaohong took the position of executive vice minister of the Ministry of Public Security. In 2019, the former Security Bureau of the Ministry of Public Security was reorganized into a Secret Service, with Wang Xiaohong concurrently serving as Party Secretary and Director. This Secret Service is the guard of the CCP’s senior officials and is responsible for the personal safety of all “party and state leaders” except for the Seventh Standing Committee of the CCP Politburo.
In essence, this is also keeping an eye on senior officials above the deputy state level of the Communist Party of China, monitoring the entire Zhongnanhai and preventing any acts of disloyalty to Xi.
Now Wang Xiaohong’s power has expanded again. In addition to the party secretary and deputy director of the Ministry of Public Security of the Communist Party of China, he also serves as the deputy mayor of Beijing, the party secretary of the Beijing Municipal Public Security Bureau, and the director of the Public Security Bureau.
According to Caixin.com, the deputy minister of the Ministry of Public Security generally does not concurrently serve as the following director. Wang Xiaohong is a special case. Some people say that there is no one in the dynasty, and the person who reassures Xi Jinping is Wang Xiaohong except Wang Xiaohong.
However, Wang Xiaohong did not live up to Xi Jinping’s trust. When Sun Lijun was arrested this time, he was not from the Central Commission for Discipline Inspection, but from the Central Guard Corps under the jurisdiction of Wang Xiaohong’s Secret Service.
It can be seen from this that Xi Jinping has not really controlled the “knife” of the public security system in the past 10 years since he came to power. For Xi Jinping, before the 20th National Congress of next year, it is particularly important to control the public security system. It is not only personal safety, but also social stability and other issues that the CCP is worried about. Therefore, the selection of candidates for the Ministry of Public Security is very important to Xi. We have seen that during this period of time, after Sun Lijun, Fu Zhenghua, and even Zhao Kezhi were removed, the public security system was really further controlled by Xi Jinping.
In addition, the whereabouts of another person also attracted special attention. That is Liu Jinguo, a member of the Central Committee of the Communist Party of China and a member of the Central Commission for Discipline Inspection. In addition to his absence from the Sixth Plenary Session of the Central Committee, he was also absent from the Standing Committee of the Central Commission for Discipline Inspection on November 12. For this reason, some analysts believe that Liu Jinguo may have something wrong.
Liu Jinguo once served as the director of the CCP’s “610” office, and his predecessor, Li Dongsheng and the latter, Fu Zhenghua, both have been dismissed. This also shows that Xi Jinping’s purge against the Jiang faction has penetrated into the Jiang faction’s core circle.
We can see that both Peng Shuai and Gao Ge are closely related to the CCP’s high-level internal fighting. It is foreseeable that in the future, the CCP’s high-level fighting will be more intense, and the main culprits of the persecution of Falun Gong-Jiang Zemin and Zeng Qinghong will be captured and disintegrated. The CCP is what Xi Jinping really should do.
