The business world would have preferred the obligation to vaccinate but nevertheless immediately said yes to the green pass and will not accept postponements to its introduction set for 15 October. However, the government has yet to unravel many problems: the methods of control; who is responsible for paying the tampons; vaccines not yet authorized in Europe; responsibilities in case of violation. And the biggest problem: about 4/5 million unvaccinated workers who will put pressure on the testing system with the need for about 15 million swabs every week. Prime Minister Mario Draghi is working on these issues. The guidelines for the Public Administration are in the pipeline, which moreover will be back in attendance from the 15th, and on the Dpcm which will regulate the return to work for everyone with the green pass. The president of Confidustria, Carlo Bonomi, recalls that the entrepreneurs were in favor of the vaccination obligation but given that “the government has assessed that the obligation by law was too disruptive a solution, the green pass on workplaces has become the only alternative” . And Bonomi reiterates that companies “from 15 October will not accept objections and postponements”.
Private companies are asking for clarification. In respect of privacy, the green pass can only be checked at the moment but the employer cannot register its expiration. And therefore it must be tested every day. A similar ad hoc app is on the way but more advanced than the one currently in use, for example in gyms or cinemas. But the entrepreneurs would like to minimize the checks: the problem is that this could create a discrimination between the vaccinated employee and the one who instead performs the swab from time to time. The new app, developed by Sogei, allows you to check the validity of the green certificate with the tax code.
If not vaccinated, the worker will have to perform a quick swab every 48 hours or a molecular swab every 72. An expense that is around 180 euros per month. Who pays? The orientation is to leave the expense to be paid by the worker. The vaccine is free: if the employee does not want to do it, it is his problem, reflect the entrepreneurs. Especially since those who are exempted from the vaccine for health reasons are entitled to a free tampon. In order not to risk leaving uncovered roles, however, some companies are considering creating an ad hoc fund to finance employee tests, especially if it is a question of professional skills that are not easily replaceable.
Employers can carry out random checks to verify the authenticity and validity of the green card. But if a cluster breaks out in the company and it emerges that an employee was not covered by a valid pass, who pays? Who is responsible? Once identified, an employee who enters the company without having a green card must be reported to the prefecture and suspended. The foreseen penalties range from 600 to 1,500 euros. In the most serious cases, dismissal could even be triggered.
THE ALTERNATIVE VACCINES
Vaccines not authorized by the EMA and the Italian Medicines Agency is a huge problem both in the road transport sector and in the family assistance sector where thousands of caregivers from the east are vaccinated with Sputnik and therefore cannot currently work.
