Head, Anti-Terrorism Issues (m/w/d)

That Secretariat is under the direction of the Secretary General and provides operational support for the organization. It is based in Vienna and also includes the OSCE Documentation Center in Prague. You will as Head, Anti-Terrorism Issues (m/w/d) im Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) in the office of the Secretary General in Vienna deployed.

Your duties include the

  • A strong on the protection of human rights and fundamental freedoms programming
  • support the Chairman-in-Office, the Secretary-General and the participating States on all matters related to counter-terrorism
  • preparation of proposals for the ATU unit budget cycle (work plan, monitoring reports, program budget performance report, program design inputs) for review and approval by the TNT coordinator
  • advisory in the elaboration, implementation, monitoring and evaluation of OSCE counter-terrorism programs or projects; detection possible problems and suggested countermeasures; contact with the relevant parties and stakeholders including national authorities and external experts
  • tracking developments across a range of counter-terrorism issues; capture best practices and lessons learned and disseminating them in the OSCE area and beyond
  • active participation in counter-terrorism activitiesinitiated by other OSCE institutions and executive structures, international and regional organizations, and other stakeholders
  • maintaining close relationships to all donors, participating States and OSCE Partners for Co-operation and develop resource mobilization strategies
  • Assistance in the coordination of OSCE activities with all relevant international organizations, in particular with the relevant bodies and structures of the United Nations, in the global fight against terrorism, including the coordination of sub-regional and inter-regional initiatives and the strengthening of cooperation and information exchange with non-governmental organizations (NGOs), civil society, parliamentarians and others
  • Participation in the preparation and follow-up the implementation of TNT-related decisions of the participating States
  • Creation of regular reports on OSCE counter-terrorism activities
  • Management and supervision of a team by professional staff and assistants

    You bring with you

  • University degree in social or political science, law, public administration or a related subject
  • At least ten years of diverse and increasingly responsible professional experience, particularly in the field of human rights protection, prevention and counter-terrorism; previous international work experience and/or experience with NGOs
  • At least five years’ experience in management, ie directing staff in the planning, organisation, scheduling, monitoring and evaluation of program activities
  • Proven experience in fundraising and dealing with donors
  • Fluency in spoken and written English; knowledge of other OSCE working languages ​​is an advantage
  • Computer knowledge and practical experience in dealing with Microsoft programs
