President Vladimir Putin signed the Concept of Migration Policy, which will simplify the procedure for obtaining Russian citizenship. The document is published on the website of the Kremlin.
The concept was adopted for the period from 2019 to 2025.
“We will be happy for those who want to come to us on a temporary basis, and those who decide on obtaining citizenship and on permanent residence in Russia. And for those who are unlawfully persecuted, who are in danger, we will do everything to ensure their protection and provide shelter, ”Putin said.
Over the past five years, the intensity of internal migration to Russia has increased by 10%, the decree says. At the same time there is a tendency to outflow of the population in the Central, North-Western and South-Western regions. “Almost the entire potential of internal migration falls on such urban agglomerations as Moscow and St. Petersburg, as well as on the Krasnodar Territory,” the decree says.
Two million Russians are registered with the consulate abroad. About 60 thousand Russians annually leave for work abroad. According to Putin, over the 12 years of the program’s operation, about 800 thousand people have arrived in Russia. “We see that in recent months the number of people wishing to return to their homeland is growing. We will further facilitate the process of adaptation, simplify procedures, ”he said.
