The car is undoubtedly experiencing a paradoxical situation. Let’s take incentives, for example. In recent weeks, contributions are available for diesel, petrol and hybrid cars, but not for electric and plug-in cars, priority on the government’s ecological transition agenda but for which the funds ended on 16 September last. . Not only. From September 28, the contributions, with scrapping, to used items Euro 6 can be booked. A relatively small portion of second-hand and relatively high-priced cars. But let’s see in detail what those who are oriented to buying a hybrid car can get their hands on today. Starting with new cars.
No contributions for new plug-ins. As mentioned at the beginning, the funds, also provided without scrapping, on cars with carbon dioxide emissions between 0 and 60 g / km and with a list price of less than 50 thousand euros (including accessories but excluding VAT, Ipt and strada), a figure that included many plug-in hybrids, ended on 16 September last. A refinancing by the government does not seem on the horizon, unless unused resources arise in the folds of the state budget and immediately allocable, by political decision, to this sector. Unlikely, also because the executive, in recent weeks, is finalizing the architecture of the budget law for 2022, which will have to be shared with the European Commission by October 15, and it is possible that a new initiative more a broad scope compared to a simple refinancing will be contained in what until a few years ago was commonly called the year-end “maneuver”. All observers agree that a new, organic, support measure for very low-emission cars (electric and plug-in) is practically certain, the registrations of which, in the absence of an incentive, would collapse. By nullifying, among other things, Italy’s international commitments, including in the transport sector, on the reduction of carbon dioxide emissions.
On full and mild hybrids there are 1,500 euros (plus 2,440). On the other hand, state contributions to the purchase of full and mild hybrid cars (as well as petrol and diesel) are still available. On cars that declare carbon dioxide emissions between 61 and 135 g / km, the state contribution is 1,500 euros and is bound to the scrapping of an old car up to Euro 5 with a license plate for at least ten years. Attention, however, the state bonus is linked to a contribution from the concessionaire of at least € 2,000 plus VAT (therefore € 2,440 if the buyer is a private individual). In practice, compared to the list price it is possible to check a price reduction of almost 4 thousand euros (but often the campaigns of the houses and the discounts of the dealerships are more generous). Attention, not all the full and mild hybrids of the 61-135 range benefit from the incentive, only those that have a list price of less than 40 thousand euros (including accessories but excluding VAT, IPT and putting on the road). As always, the disbursement of the state contribution is linked to the availability of funds. As soon as these end, the initiative will stop (and in any case the last date for booking the contribution is set for 31 December 2021). There is time, however, to register the new car, which in any case must take place by 30 June 2022. The situation of the funds can be monitored in real time on the appropriate website of the Ministry of Economic Development.
Bonus up to 2 thousand euros on used hybrids. Finally, as mentioned, the government has finally made available the contributions for the purchase of used Euro 6 cars, bound to the scrapping of a car registered for at least ten years and registered for at least 12 months to the buyer of the new one or to a family member living together. . Also in this case, the amount of the bonus is linked to the carbon dioxide emissions of the car being purchased according to the following scheme:
– 0-60 g / km: 750 euros;
– 61-90 g / km: 1,000 euros;
– 0-60 g / km: 2,000 euros.
Not all cars can access the contribution, only those that have not benefited, in recent years, from the eco-bonus or the 2021 incentives and which, in any case, have a price not exceeding 25 thousand euros, which further limits the possibility of access to second-hand plug-in hybrids. No problem, however, for full and mild, much more common than the counterparts with the plug in the second-hand market. The initiative, in any case, is over (December 31, but will stop earlier if the allocated funds, equal to 40 million, were to end before this date) and is subject to the adhesion of the dealership or car dealer. .
