The president of the Congress of Deputies, Meritxell Batet, premiered her new position, in the constituent session of the Cortes held on Tuesday, giving air to the independence groups by not intervening during the controversial resolutions of the Constitution that some of them pronounced. A strategy of temporization with ERC and JxCat to which the socialist, at least for the time being, seems to want to give continuity. Despite the requirements of the Supreme Court and the formal petitions of PP, Ciudadanos and Vox to enforce the suspension of Oriol Junqueras, Jordi Sánchez, Josep Rull and Jordi Turull – when they are being prosecuted for crimes of rebellion, sedition and embezzlement in the TS-, Batet has opted to delay this decision. Yesterday, he decided to return the ball to Judge Marchena, to whom he sent, without consensus among the rest of the members of the Bureau, a letter in which he raises doubts about the scope of Article 384 of the Law of Criminal Procedure, relating precisely to the suspension of elected deputies in custody.
This scenario of delay in making a decision that everyone takes for granted – in the PSOE and the Government itself do not contemplate another scenario that does not go through the suspension – coincides in time with the last days of an election campaign and with the management of the damages that a decision of these characteristics could have for some candidates of the PSC in places in which the struggle with ERC is expected adjusted. This wait time, in the event that Batet postpones the resolution of this issue to next week, after 26-M, will be taken advantage of by the independence groups in Congress. In fact, sources close to ERC confirm to this newspaper the intention of Oriol Junqueras to request permission from the Supreme Court to meet next week at the headquarters of the Lower House with the rest of his colleagues in the parliamentary group. A path that would be feasible if, at that time, Junqueras has not yet been suspended from its functions.
In fact, the delay of Batet in the resolution of this question could imply that ERC registered in the Lower House its parliamentary group. It is a procedure, whose term ends next Tuesday, within which could name, for example, Junqueras president or spokesman of the parliamentary group.
Aside from returning the ball of the suspension to the roof of the Supreme Court, Batet convened the first meeting of the Congress Bureau for this afternoon. A meeting that is expected more debate than decision-making and in which this body will surely request a report to the lawyers of the Congress, which will mark the course adopted by the Bureau in this regard. In today's meeting, the four representatives of PP and Cs will raise the urgency of carrying out the suspension of the four prisoners. In front of them, the two deputies of United Podemos will align themselves with Batet's position. Both in Podemos and in its Catalan confluence, In Comú Podem, they consider that it should be the Supreme who adopts the final decision. If finally it is the Bureau that resolves, those of Churches yesterday opened the door to vote against the suspension and, in any case, to propose that Junqueras, Rull, Turull and Sánchez be replaced temporarily, until the Supreme Court issues the sentence , so that other deputies can vote and act in their place.
The "doubts" of Batet have already had a second derivative within the strategy of the independence groups when it comes to making this situation profitable. In JxCat formally proposed yesterday one of its three deputies in Soto del Real, the former leader of the ANC, Jordi Sánchez, as his representative in the round of consultations that Felipe VI will open soon to test the support with which Pedro Sánchez de face his investiture. Something that, for now, in ERC do not arise. From the Republican formation they recognize LA RAZÓN that they do not intend to go to Zarzuela for this traditional meeting with the King. If someone had to go, clarify, Junqueras would go. The parliamentary group will make the final decision in this regard when they receive the call of the president of Congress, although, for the moment, there are no elements that will change their position in 2015 and 2016, when they did not send any representative to Zarazuela .
In the same line drawn by Batet, the Senate does not plan to address the suspension of Raul Romeva, the senator of ERC prisoner for the cause of the «procés» Catalan sovereignty, until next week, for when the next meeting of his Board is scheduled , presided by Manuel Cruz and in which the Socialists have a comfortable absolute majority.
