With digitization, new forms of work have also emerged. Bruno Parrisani from the Federal Social Insurance Office says: “New, flexible forms of work are emerging. That’s very good. But the question is, under what conditions do people work? ” First of all, a central question arises: Is Uber the employer of a chauffeur or is Uber a digital platform that mediates customers for an independent chauffeur?

This question is relevant if Uber gets into a crisis and has fewer customers. What responsibility would Uber then have and how would the chauffeurs be covered? “In a normal employment relationship, the company bears this risk to a certain extent. When people are self-employed, they bear the risk themselves. ” With the new forms of work, there is now “a certain amount of confusion” with regard to loss of earnings, says Parrisani.

Effort and income

So the situation is not so clear. For the chauffeurs, however, this means the risk that they can slide into poverty in a crisis. The second big problem: Because many incomes are very low in this type of work, many have no pension provision in the second pillar.

The problems have been named, but the Federal Council sees no need for action, as Parrisani explains. “At the end of the day, it’s about the relationship between expense and income. What do new working models bring and what do they cost? ” The effort is too great to adjust the social security especially for these new and still relatively rare forms of work.

The unions see it differently, they are convinced that so-called “platform workers” must be better protected and accuse the Federal Council of playing down the whole thing.
