The popular initiative “Better living in retirement” requires the payment of an additional retirement pension, of the same amount as the AVS pension received each month. This corresponds to a monthly increase in pensions of 8.33%.

The amount of the 13th pension will be determined by the years of contributions, income from gainful employment and subsidies for educational or assistance tasks. The project would allow an increase of 99 francs in the minimum AVS pension, 197 francs for the maximum AVS pension and 296 francs for the maximum pension for couples, argue the initiators.

Today, a 13th AVS pension would cost a little less than 3.5 billion francs. Of this amount, the Confederation pays 20.2%, or around 700 million francs. In 2030, the 13th AVS pension would cost around 4 billion francs. To ensure its financing, it will be necessary to increase contributions by around 0.7 percentage point, according to the initiators.
