The Government achieves the necessary support to approve a fourth extension, regardless of whether the PP abstains or votes against, with gestures to Arrimadas and Urkullu
The Government compensated this Tuesday for its political management deficit of the last few weeks, in which it has invariably taken the support of Congress for its proposals and the extensions of the state of alarm, with more than a day of intense negotiations to guarantee the approval this Wednesday of two more weeks of exceptionality.
The uncertainty about the PP vote, the null understanding between Pedro Snchez and Pablo Casado in the conversation they had on Monday, the PNV criticism and the ERC slamming the door, forced the Executive to deploy movements to various gangs to save the state of alarm .
His efforts focused on the Basque nationalists and Citizens because the parliamentary arithmetic allows the Government to get its fourth extension with the help of these two parties, without the need for the PP votes. Whether they rejected it or abstained, the equation with these two formations made it easier for La Moncloa to achieve its objectives.
Therefore, their requirements were not met or a negotiation was opened with them, as was the case with Ciudadanos and the PNV. With the formation of Ins Arrimadas the talks were directly managed by the president’s chief of staff, Ivn Redondo, and his team in Moncloa, and late on Tuesday the agreement was made official.
As for the Basque nationalists, the first vice-president of the Government, Carmen Calvo, took charge of this, although everyone “in contact” points to the Executive.
Moncloa “expects” the support of the Basques
Moncloa assures that “he hopes” to add this Wednesday the support of the PNV, because they speak of “co-governance” with the autonomous communities and “us too”. The decree that approved this Tuesday theMinister councilTo obtain the authorization of the Congress, it includes an express mention that the Government negotiate with the communities the measures of the de-escalation, as the Basque Country and Catalonia ask among other autonomous regions.
Snchez will surely add the votes in favor of the PSOE (120), Unidas Podemos (35), Ciudadanos (10), Ms Pas (2), Comproms (1), Partido Regionalista de Cantabria (1) and Teruel Exists (1). That is, 170 ses.
In the not right now 75 deputies are also official: Vox (52), ERC (13), JxCat (8) and the CUP (2). In the hypothetical case that the PP voted against, another 88 more seats would be added and they would reach 163. Then the electoral partners of thepopular:Asturias Forum(1) and Navarra Suma (2), the latter also from Ciudadanos.
EH Bildu (5), BNG (1) and Coalicin Canaria (1) s have made their abstentions official. A position to which Nueva Canarias could also join (1). Even with the PNV vote still pending confirmation – both yes and abstention possible – the government has sufficient support.
The panic of losing the vote has caused the government a turning point. For the first time, it agrees to meet the requests of other groups, with the exception of the PP. According to an experienced deputy: “They have seen the ears of the wolf.”
The conditions of Cs
In the pact with Citizens, the Executive undertakes to study the maintenance of economic and social protection measures – such asERTEand you helpSMEs and freelancers-, “beyond the validity of the state of alarm”, and to maintain from Moncloa a weekly contact with Citizens to try “to agree on measures” in the de-escalation process.
This has led this party to endorse the “advisability” of once again prolonging the state of alarm, but “only for the time strictly necessary.” The Government’s intention is that it last at least during this stage of progressive relaxation of confinement and recovery of economic activity. They insist that it is the only instrument to restrict the constitutional right of freedom of movement.
The extension of the extraordinary ERTE mechanism was one of the capital demands for Ciudadanos. It is still only a commitment to be studied, but Arrimadas has insisted a lot on the importance of making modifications to the royal decrees approved so that all these aids and facilities are no longer exclusively linked to the validity of the state of alarm in order to be able to expand much longer.
At the same time, the Executive branch heeded Iigo Urkullu’s complaints and cultivated a new affirmative vote of the Basque nationalists, who demanded more management capacity in the de-escalation process, with the introduction in the new extension of the changes that it demanded.
With this reconciliation he also tried to attract ERC to remain abstaining, despite his announcement that he would not vote this Wednesday.
The internal debate in the PP, on whether to abstain or vote against, and the approach of thebaronsSupporting him this time and no other, he was diluted because the government did not budge a bit from his argument that it is necessary to extend the state of alarm while the confinement is ending and progress is being made in what they call “new normality.”
The electoral appointment in the Basque Country
The importance of the PNV in all the advances of this Tuesday was demonstrated not only in the commitment in the decree for greater collaboration with the autonomous communities, but in that this party included the call for elections in July, as Urkullu demands in its amendments. Textually, that the validity of the state of alarm is not an “obstacle” to the development of an electoral appointment.
This is a symptom that the negotiation is practically crowned. The Government’s commitment is that it will not object. Calvo also spoke with the Galician president, Alberto Nuez Feijo, to inform him that he could convene for July.
In addition, the concession to co-govern this phase with the communities, which in practice means weakening the government’s sole command, provided Moncloa with arguments to attempt an approach to ERC. In Barcelona, the Republican leadership was waiting for this gesture to consider returning to abstention.
According to the criteria of
