Pedro Snchez’s plan for de-escalation, on the tightrope

The extension for the fourth consecutive time of the state of alarm -until May 25- with the implementation of the so-called de-escalation plan is not guaranteed the support of theCongress. To this day, the positions of the opposition groups, including those that supported Pedro Snchez’s investiture at the time, are increasingly distancing themselves from the Executive, from their management and from their attitude.

Next week, the president will have to appear again before the plenary session of Congress to vote the extension of the alarm with the new conditions that he has planned for phase 1 of lack of confidence and a gradual return to activity.

It will be a risky trance because the parliamentary forces are not willing to back him up with the overwhelming 321 votes that they gave him in the first extension and probably not with the 270 or 269 that they granted him in the second and in the third. Numbers and support have been declining as the Government promises dialogue and does not comply.

Now, the immediate future is fundamentally in the hands of the PP and ERC. If both forces finally opt for the negative vote, dragging their respective allies -Navarra Suma andAsturias Forum, on the one hand, and EH Bildu, on the other-, Snchez will have a very difficult time carrying out his plan. And, for the moment, neither of them is willing to make it easy for them by signing what they consider a membership contract drawn up behind closed doors inThe Moncloa.

If the discomfort continues to grow, the bloc of no, this time, could reach 171 seats and even more if PNV and Ciudadanos – more willing to reconcile with the Government – see that their demands are not satisfactory, that their proposals are disobedient, that there is no dialogue, that ideology has initiatives and that Snchez, with the sole command, masks, as nationalists and independentists believe, a recentralization of powers.

Nationalists might consider it tempting to overturn the Government’s project so that, in this way, the health management of the pandemic and the process of recovery from economic activity would fall into the hands of the autonomous communities.

ThepopularThey issued a serious warning yesterday at the control session to the government. Pablo Casado accused Snchez of lying to the Spaniards, taking advantage of the crisis to advance a radical agenda and ignoring the opposition.

He lies when he says that he wants to agree with his heart with an opposition that has to find out on television again about his plans to de-escalate and to extend the state of alarm. On the other side of the Hemicycle, the nationalists who voted for Pedro Snchez’s censure motion are getting closer and closer to the no and some have already settled on it. Junts per Catalunya already moved towards rejection weeks ago because it considers that the Government invades regional powers. ERC, Bildu and the PNV, for their part, have been supporting or allowing with their abstention the different extensions presented, but each time with a more critical and distant stance.

Gabriel Rufin, from the ERC, said it yesterday in plenary session with all the clarity: the Government should reflect on whether it wants to maintain the spirit of the 180 votes of the motion of censure. Rufin demands that the Government dialogue, report and understand with ERC and with the rest of the groups. They are already 47 days of state of alarm, they are already 47 days without competences and, above all, 47 days without dialogue, without consensus, without coordination, learning about things through press conferences, Rufin told the Executive of Pedro Snchez.

Already in the discussion of the third extension of the state of alarm, Rufin warned that his group was closer to the no than ever, although in that vote he abstained. Similar approaches to those of the ERC include the PNV, Bildu and the BNG, which total 25 votes.

This time, the PNV has not guaranteed its vote for the extension. Basque Group sources explain that they are going to present resolution proposals for the first time to modify what the Government proposes. The PNV requires a loyal dialogue with the Basque Executive when implementing the measures. The nationalists accept the single command, but ask that it be exercised in cooperation with Vitoria and respecting its powers.

As the nationalists move away from the Government, Ciudadanos continues to reach out to support the extension and de-escalation. But, as its deputy spokesman, Edmundo Bal, warned yesterday, the outstretched hand is not a blank check.

So far, Cs has voted in favor of extensions, but from the toporangeThey demand that the government change unilateralism for dialogue and improvisation for consensus. Arrimadas has demanded that Snchez take Cs into account because she is not willing to give him support in exchange for nothing and thus cover up the enormous mistakes that she considers the government is making.
