The activities of the Minsk Group have been repeatedly criticized in Azerbaijan. In particular, President Ilham Aliyev stated on October 26 that the co-chairing countries monopolized the issue of the Karabakh conflict settlement. He noted that all these years there was no “pressure on the occupier”, although Baku has repeatedly called for the use of sanctions against Armenia. “The activities of the OSCE Minsk Group cannot be assessed otherwise than as an attempt to force Azerbaijan to come to terms with the situation,” Aliyev stressed then.

“We are fed up with these negotiations. How long can you negotiate, ”the president said. According to him, for 30 years the OSCE Minsk Group has been engaged in “freezing the conflict.” But as soon as Azerbaijan began to “liberate its lands”, pressure was put on it.
The hostilities in Nagorno-Karabakh began on September 27. Several attempts to force the parties to declare a truce mediated by Russia and the United States have failed.
Armenia agreed to leave part of the territories on the night of November 10, after the Azerbaijani army took control of one of the key cities of Nagorno-Karabakh, Shushi. A settlement plan was presented in a joint statement by the heads of Russia, Azerbaijan and Armenia. According to him, the parties remain in the positions they held at the time of signing the document. The Lachin corridor and the contact line in Nagorno-Karabakh will be taken under control by Russian peacekeepers.

Armenia appealed to Azerbaijan through Russia with a request to grant it a delay for the withdrawal of troops and civilians from the Kalbajar region and to extend the period from November 15 to 25. Baku “for humanitarian reasons” agreed to grant Yerevan a ten-day reprieve.
“Considering the congestion of the only road from Kelbajar to Armenia and weather conditions, Azerbaijan responded to Armenia’s request with consent,” said Assistant to the President of the Republic Hikmet Hajiyev. In addition to the Kelbajar region, Armenia, by agreement with Azerbaijan, must liberate Aghdam and the territories in the Gazakh region by November 20, and the Lachin region by December 1. According to Hajiyev, the terms will remain the same for these territories.
