“Symbolic” unlimited strike at the Bordeaux University Hospital – 06/28/2022 at 14:51

An indefinite “symbolic” strike started on Tuesday among caregivers at the Bordeaux University Hospital, one of the largest in France, to demand hiring and wage increases.

“It’s a symbolic strike, to open a dialogue with the management”, indicated to AFP Gilbert Mouden, representative of the Sud Santé Sociaux staff, specifying that the agents are “assigned for the continuity of care”.

For the CGT, the strike is “monitored”, added Alain Es-Sebbar, given the number of reactions by mail or visits to the local union, but difficult to quantify, for these same reasons of requisitions, he said.

According to the management of the hospital, the number of declared strikers was about ten in view of the more than 14,000 employees of the CHU. 8,222 agents were scheduled for Tuesday morning.

The CGT, FO and Sud have called for an indefinite strike, with a rally on Wednesday in front of the general management of the CHU, to protest against “the frozen index point”, the “random bonuses”, the “lack of recruitment” , the “closure of services and beds”, “galloping outsourcing”, the “illegal recall on rest and leave”.

To attract new recruits, the unions are calling for an increase in wages “of 300 euros minimum” for nursing, administrative and technical staff.

“This is the first time that an indefinite strike has been organized in the summer. We are at the point of no return”, according to Alain Es-Sebbar, secretary of the CGT at the Pellegrin hospital, one of the three establishments du CHU, the largest employer in New Aquitaine with more than 14,000 employees.

– “Continuity of care” plan –

According to Jacques Ollivier, Sud Santé delegate for the CHU, this call is addressed to all the nursing staff, i.e. some 11,000 people, “nurses and nursing assistants but also 180 other professions such as laboratory technicians, medical secretaries, radiologists, physiotherapists , social workers, launderers”.

According to Pascal Gaubert, FO representative at the CHU, “this strike is rather political and symbolic, to put pressure on management this summer, to see if they keep their promise to hire”.

For FO, it is absolutely necessary to hire “otherwise it is the crash”. “We are missing 200 vacancies at the CHU, especially among nurses and caregivers, and we have an absenteeism of 12% on average, with today nearly 250 people on leave. That makes (in total) almost 500 less officers”.

As for the announcement of a 3.5% increase in the salaries of public officials, “this means between 30 and 40 euros for hospital staff, we are not going to go far”, adds Alain Es-Sebbar (CGT).

According to these union officials, the management has promised the arrival of 250 school leavers from the end of August to October. “But still it is necessary (…) that we manage to keep them and perpetuate them on the posts”, according to Mr. Gaubert.

To relieve staff, management announced last week that 600 beds would be closed this summer. “We must be able to give leave, three weeks, between June and September because we want to protect the teams”, declared Stéphanie Fazi-Leblanc, deputy director general of the CHU.

On Tuesday, the Gironde departmental health agency announced to the press a “continuity of care plan” which notably concerns the department’s fifteen emergency services, to deal with the shortage of personnel and the influx of tourists.

It also provides for the “suspension” of deliveries in August in the Lesparre-Médoc maternity hospital, the only one in this landlocked territory in the north of the Gironde. They are programmed in three establishments located about sixty kilometers away.

Some services now include a general practitioner, others are subject to night “regulation” via 15, as in the adult emergency room at the Pellegrin hospital since mid-May.
