After almost a year without anyone at the head of Perupetro – the state agency in charge of hydrocarbon exploration and exploitation contracts – the arrival of Isabel Tafur as chairman of the board of directors represents an opportunity to strengthen national production.

In accordance with Enrique Bisetti, former Vice Minister of Hydrocarbons of MinemTafur has the necessary experience to avoid the collapse of the local industry —which Petroperú has savaged— and, therefore, he must distance it from the desire to privatize the Congress and of one’s own Peter, who intend to spoil the arrival of the state company to the administration of the Talara lots after 30 years.

Why is local industry in danger?

It should be remembered that there are six Talara operations whose contracts are about to expire from October of next year to May 2028: Lot V (Unna), VII/VI (Sapet), Z-2B (Savia), X (CNPC), II (Petromont) and XV (Petromont) (see infographic). Once the term has expired, they must return to the State through Petroperú.

Nevertheless, The Congress is seeking —without any consensus among the parliamentarians— to extend the concession to the private sector for another ten years; while from Perupetro they aim to divide the plots into two: lot 204 and 205, giving Petroperú in this case a participation margin of up to 25%.

“At the end of the 30 years (with the private ones) the Talara lots have to return to their original owner. It would mean a very positive injection for the economic and financial results of the company (Petroperú), which is now in financial trouble,” Bisetti told La República.

Changes to prioritize

Jorge Manco Zaconetti, investigator of the UNMSMconsiders it urgent that Isabel Tafur “change the rudder” with which Perupetro is managed, since the general manager of said agency, Daniel Hokama, “wants to put out to tender now” the Talara lots in contravention of what the law determines.

Thus, he warns not to give in to the constant pressure from the Chinese firm CNPC regarding lot X, which in three decades has only bet on an exploratory well that generates risks.

“Since 1997, 114 million barrels have been extracted and now there are only 52 million barrels left in proven reserves. They have played it safe, and Mr. Hokama wants to favor the private sector by giving 20% to Petroperú as a minority partner. It is a grave mistake,” he added.

Manco Zaconetti specifies that a substantial part of the crisis in Petroperú is explained by having to buy oil at international prices, even for what it produces; and despite starting the commercial operation of the New Talara Refinery at the end of the year, if the batches are not delivered to Petroperú, there will be no substantial changes.

“It is essential to strengthen Petroperú. Let’s hope so because there are powerful economic interests of the lobbyiststhe Peruvian Hydrocarbons Societythe National Society of Mining, Petroleum and Energy (SNMPE) and companies. They are condemning Petroperú to be just a refining company”, concluded the specialist.

“Campodónico left due to rejection by the MEF and Minem”

A few days ago, Humberto Campodónico resigned from the presidency of Petroperú in an acute financial moment for the company, which received a capital contribution of S/4,000 million from the Public Treasury.

“The efforts made to get the company on track had not, in the end, had the expected outcome,” he told La República.

According to Manco Zaconetti, the real reason for Campodónico’s departure was the refusal received by the heads of the MEF (Kurt Burneo) and the Minem (Alessandra Herrera) regarding his action plan that sought to ratify the return of Petroperú to Talara.
