The Government postpones face-to-face and massive oppositions for as long as it is “essential”

The government has decided continue with the postponement of all face-to-face tests and that they have a massive turnout for the time that is “essential”, although it has guaranteed the continuity of the activity despite the health and economic crisis unleashed by the coronavirus. This has been transferred by the Minister of Territorial Policy and Public Function, Carolina Darias, during a commission in the Congress of the Deputies, where he has reported all actions carried out by his Department during the last two months of alarm.

“The holding of selective face-to-face tests and mass attendance is postponed for the time that is essential, although the continuity of the processes is guaranteed,” the minister has informed the rest of the representatives of political parties present in Congress.

However, Darias has advanced that, as soon as the suspension of the administrative deadlines decreed by the state of alarm to end the expansion of the coronavirus among the population ends, the selective processes may be processed on an ordinary basis.

Meanwhile, during these last two months, all the units of the Ministry have maintained their work in an ordinary way, both face-to-face and non-face-to-face, and have adopted new mechanisms for meetings and new areas of work, with the holding of videoconferences, flexibility of schedules or anticipating measures that were part of the itinerary of the legislature and that will be permanently maintained.

Specifically, the minister has indicated a set of more than 60 measures that have aimed at “saving lives, protecting people’s health and guaranteeing the operation of public services.”

According to the data provided by the minister, there are currently about 50,000 personnel in the General State Administration (AGE) providing services in person, more than 110,000 working in person and little more than 3,000 are in isolation, which which represents 27.7%, 62.18% and 1.76%, respectively, of the total workforce.

Reinforcement with 1,540 hires

Due to the fact that some essential areas of the public function are overloaded to face this crisis, especially in health and employment, the Ministry has taken measures to reinforce staff with recruitment quotas in these areas.

In this sense, it has urgently authorized the hiring of 1,540 employees assigned to the National Institute of Health Management (Ingesa), Corps of Regular Doctors and Nurses Scale of OO.AA. and services of the Government Delegations and Subdelegations.

Also for the Corps of Medical Doctors of the Ministry of Health, the Optional Corps of Penitentiary Health; Public State Employment Service (SEPE), Salary Guarantee Fund (Fogasa) and the Institute for the Elderly and Social Services (Imserso).

In addition, the Ministry has reinforced the Management, Administrative and Auxiliary Bodies of the State Civil Administration; National Veterinary Corps and State Agronomic Engineers, Border Inspection Posts (PIF) and the Emergency Monitoring and Coordination Center of the Ministry of the Interior. Likewise, it has authorized the hiring of labor and statutory personnel for the Hospital Defense Network and the Military Pharmacy Center.

In turn, the Public Function has authorized 288 days for the Spanish Agency for Medicines and Health Products, the Social Institute of the Navy, companies of the Mercasa group, the State Meteorological Agency (Aemet) and the Systems Engineering for the Defense of Spain and it has reinforced the human resources of the General Technical Secretariat of the Ministry of Health, with the provision of legal experts for the Undersecretariat of Health.

Almost 780 volunteers

The minister has also reported on a regulation that raises the possibility of collaboration of public employees in areas and activities, other than those of their job, so that, without altering their administrative situation, their remuneration or the conditions of their contract , can collaborate voluntarily.

Specifically, it is about supporting in those areas and activities, other than those of your job, socio-sanitary, employment, for the protection of vulnerable groups and those others that require a reinforcement in terms of personnel as a consequence of the situation caused by the pandemic. Currently, the current number of employees in this situation is 779.

De-escalation phase

Regarding the organization of the Department in the face of the de-escalation process in the AGE, an agreement with the unions has kept non-contact activity a priority, without prejudice to working hours, hours or remuneration, while it has prioritized telephone service and other forms no attendance to the public and, if it is in person, it will have to be by appointment and limiting the capacity.

Darias has also advanced that “soon” he will convene the Conference for Affairs Related to the European Union (Carue), after an agreement from the last conference of presidents, held last Sunday, to discuss the involvement of the European Union (EU) in this crisis, so that it will be held around the 25th or 26th of this month, according to the minister.
