The heads of the Arkhangelsk region and the Nenets Autonomous Okrug signed a memorandum of intent to unite the regions. It is reported by RIA Novosti with reference to the district administration.
“During the meeting today, the interim governor of the Arkhangelsk region, Alexander Tsybulsky and the Nenets okrug Yuri Bezdudny, signed a memorandum of intent to unite the two regions,” the administration said.
On the eve of RBC’s plans to unite the two regions, sources close to the authorities of both entities reported to RBC. One of the sources of RBC explained that the association is beneficial not only for the Arkhangelsk region, but also for the Nenets Autonomous Okrug, whose budget largely depends on oil and gas revenues.
Now the Nenets Autonomous Okrug is one of the “nesting dolls” regions within Russia — although it stands out as a separate subject of the Federation, it is also an integral part of the Arkhangelsk region. With an area of more than 176 thousand square meters. km (more than the area of Greece or Tunisia) in the region live only 44 thousand people. In the Arkhangelsk region without NAO on an area of 413 thousand square meters. km (more than the area of Paraguay) live 1.1 million people. Thus, the area of the Arkhangelsk region is 2.3 times larger than the area of the Nenets Autonomous Okrug, while the population is more than 25 times. In 2017, according to the Federal State Statistics Service, the internal regional product of the Arkhangelsk region without NAO amounted to 467.077 billion rubles. GRP NAO at that time amounted to 276.485 billion rubles. (least about 1.7 times).
“The reason for the unification of the two regions, in my opinion, is the same – to redistribute part of the financial flows to the Arkhangelsk region, tearing the region out of the heavy subsidies.
