
The Basque Government has presented a plan to encourage the birth rate
Urkullu took advantage of the parliamentary debate this Wednesday on the demographic challenge to announce a new payment of 200 euros per month per child up to three years of age. This benefit will be compatible with tax or RGI aid and families that already have children in that age range will also benefit. The demographic plan, which will come into force in 2023, includes making haurreskolas free and giving loans to young people for their emancipation.
– What is the amount of aid?
200 euros per month per dependent child until the children are three years old. That is, 2,400 euros per year. In total, 7,200 euros could be received.
– When does it come into force?
On January 1, 2023.
What if I already have a child under three years old?
The measure does not have a retroactive effect, but everyone who has a child under three years old can join it when it comes into force. For example, if a family has a two-year-old child, they will be able to collect the aid for one year. If it is a child of two years and five months, it will be charged for seven months.
– What requirements must be fulfilled?
It can be charged by families that do not exceed a standardized income of 100,000 euros per year.
– Is it compatible with other types of aid?
It will be compatible with other tax deductions and child benefits from the RGI.
– Is there aid for childcare?
The plan foresees that these centers will be free in the stage of 0 to 2 years.
– Aid for young people.
It is proposed to enable subsidized or interest-free loans for entrepreneurship, training or housing projects that would be repaid in the long term. They would be added to the Gaztelagun program, which has rental aid of up to 275 euros per month for people up to 36 years of age who earn less than 24,500 euros per year.
– First son.
A single aid of 900 euros when the child is born for families with a standardized income of less than 20,000 euros. 500 euros for income of 20,000 to 30,000 euros. And 400 euros for rents over 30,000 euros.
– Second son.
900 euros per year up to 3 years of age for families with a standardized income of less than 20,000 euros. 500 euros per year for up to 3 years for rents of 20,000 to 30,000 euros. And 400 euros per year up to 3 years for families with an income of more than 30,000 euros.
– Third child and successive.
900 euros per year until the sixth year for families with a standardized income of less than 20,000 euros. 500 euros per year until the sixth year for income of 20,000 to 30,000 euros. And 400 euros per year until the sixth year for income over 30,000 euros.
– Day care centers.
They are currently free only for families with incomes below 18,000 euros per year and for second and successive siblings who are enrolled simultaneously.
What is there now and will remain, although with modifications
– Third child and successive.
The new help is combined with the old one. In this way, the Basque Government will give a benefit of 200 euros per month (2,400 per year) during the first three years of life to families with standardized incomes of less than 100,000 euros per year. And for the next 3 years -until the child turns 6- the aid that exists now is maintained. That is, between 400 and 900 euros per year depending on the family’s income, with the same scales that are currently in force (less than 20,000 euros; from 20,000 to 30,000; and above 30,000).
