The PLFSS predicts an increase in health spending for next year

The Ondam (National objective for the evolution of health insurance expenditure) which appears in the PLFSS should be around 3.5% in 2023. The government is thus counting on an increase in health expenditure next year even if the Deficit forecasts are 13 billion euros, compared to 19 billion euros this year and 26 billion euros in 2021.

And to restore budgetary leeway, the executive is banking on pension reform. Indeed, the financing of the Ségur de la santé measures and that of the improvement of the hospital system, which has been failing in recent years, must be covered by revenue.

Prioritize prevention

In order to reduce the deficit of the health system, Health Insurance recommends the strengthening of prevention. Referring to this recommendation, the government intends to stabilize losses at 13 billion euros for next year.

These would be attributable to the upgrading of hospital professions (Ségur de la santé) and to the improvement of the hospital system, which has deteriorated significantly in recent times following the application of drastic savings measures.

The increase of around 3.5% in Ondam is only a return to an almost normal situation after the excessive deficits caused by the health crisis (56 billion euros for 2020 and 2021).

An amendment on pension reform in the PLFSS

The financing of the increase in health expenditure should be covered by revenues. The executive wants accelerate the pension reform in order to ensure budgetary leeway .

For this, an amendment on the pension reform could be inserted into the PLFSS, which would allow the system to be implemented gradually from the second half of 2023.

But nothing is certain yet, because the negotiations with the social partners are proving to be difficult, especially since the unions are opposed to this reform.
