“Things escape us”: the blues of the head of European diplomacy

-

It is 10:10 p.m. Tuesday evening when Josep Borrell speaks in Strasbourg. There is something pathetic about the scene: while the noise of boots is increasing on the outskirts of Europe, the leader of European diplomacy (also Vice-President of the Commission) speaks in front of an almost empty hemicycle… He could hear a drone flying at 10,000 feet, one might say if the circumstances were not so tragic. Borrell has barely taken office, and, as a veteran of Spanish diplomacy, he has seen others. However, we feel him almost disillusioned. That evening, he is in a talkative mood and swaps the usual wooden tongue in European spheres for a language of truth.

“Things are eluding us in Libya,” he said, even if he still wanted to believe in the possibility of a cease-fire between the forces of General Haftar and the GNA (Government of National Union) of Fayez el-Sarraj. But, on the ground, attacks by Marshal Haftar have intensified on the outskirts of Tripoli since Christmas. The situation can quickly become untenable and there will be many candidates for exile…

Franco-Italian division benefits Moscow and Ankara

In reality, on the same Tuesday, Marshal Haftar left Moscow without signing a cease-fire. Berlin, at the instigation of Chancellor Merkel, is expected to hold a peace conference next Sunday and Monday. Borrell is forced to admit that the Europeans are divided over Libya … “And today, perhaps we are paying the price,” he admits at the end of his debate. We have not been able to present a political approach which is shared by all the Member States of the European Union. And for good reason, Italy supports Fayez el-Sarraj while France sells weapons to Haftar hoping, in the long term, to drill and prospect the oil resources of Cyrenaica …

In other words, the division of Europeans since the death of Gaddafi allowed the Russians and the Turks to invite themselves into this conflict. Ankara, which is considering a military solution, has made a pact with the internationally recognized government of Fayez el-Sarraj. “We say there is no military solution,” says Borrell. But this slogan, “no military solution”, we also said it for the Syrian war. And finally, what have we witnessed in Syria? To a military solution. […] From who ? Turks and Russians, which changed the balance for the eastern part of the Mediterranean. We cannot accept the same situation happening again. It should be of great concern to all of us. Because I don’t think anyone will be delighted if we have a cordon of military bases on the Libyan coast that would control the situation and if we had a new flow of migrants from the center of the Mediterranean. I think at this hour [il regarde sa montre], we can be honest with all of us. “

The risk of a new migration crisis

Borrell is somewhat distraught because he himself has been unable to travel to Libya. He explains this by expressing doubts: “We tried to go to Libya, it was not possible for security reasons. I wonder if it was for security reasons or if it was a lack of will to welcome us. In fact, only Fayez el-Sarraj made the trip to Brussels, General Haftar preferring to discuss with Moscow…

The High Representative for External Affairs of Europe recalls that the efforts of Europeans have been in vain despite “more than 630 million euros for cooperation” poured by the European Union into Libya over the past five years. He also referred to the mandate he had received from the Foreign Affairs Council to follow the Berlin process and the arms embargo. But then again, he can’t help but voice doubts aloud: “I wonder who’s going to do this seriously. Rather honest …

Paris, London and Berlin pledge their credibility on Iran

He expresses his concern about the influx of migrants who could once again take the road to Europe if the situation deteriorates. “Six months ago, we Europeans were more or less active, but we were alone in the central Mediterranean. Now we are more active, but, in fact, the Russians and the Turks have a very powerful leverage effect because they have committed themselves militarily, on the spot. Not directly, not by the regular army, but everyone knows that, the flow of weapons is increasing. Libya is a kind of tumor that has metastases in the Sahel. What is happening in the Sahel is intimately linked to the large number of weapons and combatants in Libya which contaminates the entire region. Intelligence reports tell us that now there are many Syrians in Sudan and people from the Middle East who join Libya to fight in one camp or the other. This is the situation. “

This Libyan episode is added to the recent crisis between the United States and Iran where, again, Europeans have been united in the call for de-escalation, but united in powerlessness. Fortunately, neither Trump nor the mullahs’ regime has continued hostilities, but Europeans have had little influence in the region. However, France, Germany and the United Kingdom decided on Tuesday to activate the dispute settlement procedure provided for in the text in the event of violation of the commitments of the Iranian nuclear agreement (JCPOA). An attempt to force Iran to return to honoring its commitments without triggering new sanctions. The credibility of the three European powers is at stake. To be continued…
