Tobacco. The government is considering increasing the tax on cigarettes

Will the price of a pack of cigarettes increase again? According to information from the economic daily “Les Échos”, the government is considering in the fall of 2022 to modify the rules for calculating tobacco taxation, which would lead to an increase in the price of a pack of cigarettes.

A revaluation of taxes based on the inflation of 2022, and not 2021

The idea of ​​the government, and in particular of the Ministry of Health, would be to modify the year taken into account to calculate the automatic evolution of the excise duty (one of the taxes traditionally paid by the sellers of wine or tobacco ), which is traditionally linked to inflation.

This calculation was based until now on the inflation of the year N-2. However, the government is considering basing it on that of year N-1, the one preceding the entry into force of the new tariffs.

However, in a context of very high inflation, this shift would lead to an increase in these taxes, therefore an increase in the price of the package, inflation having been higher in 2022 (year N-1 compared to 2023) only in 2021.
