Video. Priority of priorities for Awatif Hayar, Minister of Women and Solidarity: the unified social register

Among the main priorities assigned to the new Minister of Women, Solidarity and Social Inclusion, from Istiqlal, the implementation of a unified social register. Health insurance, family allowances, retirement pensions … He will first have to list all the populations concerned.

During a ceremony paying tribute to her, at the National School of Commerce and Management (ENCG) in Casablanca, on October 22, 2021, the Minister insisted on the fact that the unified social register represented “a major project, launched by His Majesty King Mohammed VI. We need to tackle this by identifying the people who should be part of this registry by profiling and targeting ”.

According to Awatif Hayar, it is above all a question of determining the needs of citizens and of knowing which services will be put in place according to the profiling of the target population.

“A person suffering from a sight problem does not necessarily have the same needs as a person suffering from a motor handicap”, explained the minister, member of the Istiqlal party.

Among the promises of the government headed by Aziz Akhannouch, the generalization of family allowances (AF), from 2023. The Executive will ensure to accelerate the realization of the unified social register to ensure more efficiency, as it will have to work for a gradual reform of the Compensation Fund to guarantee the financing of this important project.

In the presentation note of the PLF 2022, the work of the generalization of social protection includes 4 axes: the generalization of compulsory health insurance (AMO), from the end of the year 2022. This is more than 22 million additional people who will benefit from an insurance plan able to cover their costs of medical care, drugs and hospitalization.

The second axis concerns the generalization of AF for 7 million children in school or of age to be, in addition to the broadening of the base of members of pension schemes, to include around 5 million people who have a job. and do not benefit from retirement. The fourth axis concerns the generalization of an indemnity for loss of employment, for any person having a stable job.

All social categories must therefore be listed, before the establishment of this unified social register, as soon as possible.
