Vietnam in ASEM: strengthening multilateralism for shared growth

ASEM is a forum of choice for promoting an open and constructive political dialogue between Asian and European partners, on global issues such as trade and the economy, sustainable development, stability and peace.

Created in 1996 at the Bangkok Summit, ASEM has evolved considerably: from 25 members at the start, it now has 53, including four permanent members of the UN Security Council and 12 members of the G20, which represents the almost all of Europe and Asia-Oceania, accounting for some 65% of global GDP, about 60% of the world’s population, over 70% of global trade and 75% of global tourism.

As a founding member, Vietnam has actively participated in and promoted ASEM’s cooperation for peace, cooperation and common development in the region. ASEM is an important forum for Vietnam on the strategic, economic, political, security and social levels.

Supporting the development of ASEM over the past 25 years, Vietnam’s position has been increasingly strengthened through its achievements in socio-economic development, multilateral diplomacy, and significant contributions to ASEM. .

Through this interregional cooperation mechanism, Vietnam has gained support to advance negotiations on its membership of the World Trade Organization (WTO) and global economic integration.

At the 2004 ASEM Summit in Vietnam, the European Union (EU) was the first partner in the world to sign a bilateral agreement, supporting Vietnam’s accession to the WTO. Vietnam launched negotiations on a free trade agreement with the EU in 2010 at 8e ASEM summit in Belgium and completed this process in 2014 at 10e ASEM summit in Italy.

Vietnam is considered one of the most active members in initiating, proposing and promoting many new ideas and cooperative contents, directly implementing and co-sponsoring nearly 60 initiatives in various fields.

In 2021, Vietnam proposed and successfully organized the “ASEM High Level Political Dialogue” with the participation of many ministers and senior officials. Vietnam’s bilateral relations with ASEM members have developed vigorously. In particular, the EU sees Vietnam as a key partner and a future hub of connectivity in the region.

The fact that Vietnam has successfully assumed many responsibilities such as host of ASEM Summit in 2004, host of ASEM Foreign Ministers Conference in 2009, coordinator for 1999 mandates -2000 and 2001-2002, the Deputy Executive Director of the Asia-Europe Foundation (ASEF) for the period 2008-2012 helped the country participate in the development and promotion of many important orientations and strategies of ASEM .

The participation of Prime Minister Pham Minh Chinh in the 13e ASEM Summit and related activities continues to demonstrate the foreign policy set by the XIIIe National Party Congress on the implementation of international integration proactively and actively, the importance attached to the cooperation of ASEM, and affirms the role and position of Vietnam within ASEM, contributing to promote multilateral diplomacy.

This event should also affirm Vietnam’s coherent position on some major issues affecting regional and global peace and stability, protect and promote Vietnam’s priorities and interests in ASEM, take advantage of international cooperation in prevention and epidemic control and economic recovery.
