For example, users who use two SIM cards must choose one with WhatsApp. Those who frequently change their own telephone number can at some point be excluded from the verification process.

If there are users who harass you with violations of these guidelines or keep receiving negative feedback, you have the option to report them. Because a block only occurs if WhatsApp itself is informed about the rule violations and knows about it.
