Who is Behind the ‘Action’ of the Village Heads? page all

ISSUE The extension of the term of office of President Joko Widodo or Jokowi is buzzing again. It is strongly suspected that there are actors behind the political maneuvers of the village heads who are planning to make this declaration.

The drum on the issue of postponing the election and extending the term of office of President Jokowi was played again. It is village heads who claim to be members of the All-Indonesian Association of Village Governments (Apdesi) who are playing this issue again.

In front of the Coordinating Minister for Maritime Affairs and Investment (Menko Marves) Luhut Binsar Pandjaitan, these village heads asked that President Jokowi’s term of office be extended.

This ‘drama’ took place during the 2022 Apdesi National Gathering at Istora Senayan, Jakarta, Tuesday (29/3/2022).

One of the village officials from Aceh named Muslim shouted President Jokowi for three terms in this event.

Not only that, the village heads who are clustered in Senayan also plan to hold a declaration as a form of support for three periods for Jokowi.

The politics of reciprocity

According to these village heads, Jokowi’s three-term support is a form of reciprocation. The reason, Jokowi has granted a number of requests they submitted.

This shows that Jokowi cares and pays attention to those who have felt neglected.

One of the requests that Jokowi granted was related to salary. Jokowi promised to pay the salaries of village heads every month.

In addition, Jokowi also granted additional operational funds taken from village funds.

These village heads were also happy because Jokowi agreed that the process of disbursing village fund SPJ was simplified. Not only that, village heads are also given discretion regarding the use of village BLT.

The political elite is suspected to be behind this political maneuver. Moreover, a number of Jokowi’s ministers are reported to be part of this organization.

They include Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Panjaitan, Village Minister Abdul Halim Iskandar and Home Affairs Minister Tito Karnavian.

Although Apdesi, ‘the version of the Ministry of Home Affairs’, admits to moving on their own, there is a strong suspicion that they are being directed.

Not a legal entity

The Ministry of Home Affairs’ version of the Apdesi action drew a reaction from the ‘official’ Apdesi. Chairman of Apdesi Arifin Abdul Majid stated that Apdesi which supports the extension of Jokowi’s term of office is not a legal entity.

Apdesi, who plans to hold a declaration of support for Jokowi, was only ‘recognized’ by the Ministry of Home Affairs a day before the Silatnas at Istora Senayan was held.

Arifin emphasized that the Apdesi he leads is an official association, a legal entity and has been registered with the Ministry of Law and Human Rights since 2016.

Meanwhile, Apdesi, which held the Silatnas, had the name DPP APDESI, not a legal entity and not registered with the Ministry of Law and Human Rights.

They only hold a Certificate of Registration at the Director General of Politics and General Administration of the Ministry of Home Affairs. And this SKT was only published a day before the Silatnas event was held.

Reaping criticism and criticism

The actions of the village heads have drawn criticism and criticism. They are considered not to understand the regulations, the constitution and do not obey the oath of office.

In Law Number 6 of 2014 concerning Villages it is regulated that the Village Head and village officials are prohibited from doing politics. The constitution also clearly states that the presidency has two terms.

The village head is the smallest government official. When appointed they are sworn to abide by and carry out the constitution, and applicable laws and regulations.

Their support for a three-term president is considered not only against the constitution, but also a violation of the oath of office.

New Order-style mass mobilization

The political maneuver that took place at the Ministry of Home Affairs’ version of the Silatnas Apdesi was considered a form of mobilization.

Support for extending the term of office by deploying government officials is considered to be imitating the style of the New Order (Orba).

This strategy is believed to be designed to smooth out the scenario of adding another term of office.

The deployment of village heads who are members of the Ministry of Home Affairs’ version of the Apdesi is part of a scenario of preserving power. Similar patterns were commonly used in the New Order era.

During the New Order era, lower-level community groups, mass organizations to the military and police were often claimed to provide justification for maintaining and extending power.

This style is initiated by the political elite by interrupting the democratic process.
