EUR 314 million to be allocated for road construction, renovation and maintenance this year

Latvia has allocated EUR 314.1 million from its state budget for road construction and maintenance this year, a decrease of EUR 40.6 million compared to 2025. An additional EUR 38 million in European Union funds will supplement these efforts.

Latvia Road Funding and Projects

The funding will be directed towards national highways, bridges, and providing subsidies to local governments for streets, sidewalks, and bike lanes. The goal is to improve connectivity, mobility, and road safety across the country.

Approximately 570 kilometers of roads are scheduled for construction or renovation. Officials estimate that these improvements will bring 86 percent of Latvia’s national highways and 66 percent of regional roads to at least a satisfactory condition.

EUR 142.7 million will be invested in national highway construction and renovation. Municipalities will receive EUR 60.1 million in grants for street maintenance and construction, consistent with 2025 levels. Routine maintenance on 20,000 kilometers of roads will receive EUR 79.64 million.

A key project for this year is the implementation of the second private partnership project, the Bauska bypass.

Road safety improvements are also a priority, with EUR 13.2 million allocated – including EUR 9 million from EU funds. This includes construction of grade-separated pedestrian and bike crossings on the Tallinn (A1) Highway near Medzabaki, the Liepaja (A9) Highway, and the Jelgava-Tukums (P98) Highway in Apsupe. Further safety measures will be implemented on sections of Liepaja Highway and the Lapenieki-Kekava-Gugi (P137) Highway, among others.

EUR 10.56 million will be invested in pedestrian and bike lane construction, including along a section of the Jelgava-Dobele-Annenieki (P97) Highway. Recovery and Resilience Facility funds will also be used for bike lane construction in Riga.

Transport Minister Atis Svinka (Progressives) acknowledged that funding for road construction and maintenance has been insufficient for some time and will remain so this year, given current budgetary priorities. He emphasized the ministry’s commitment to ensuring resident mobility and prioritizing road safety projects.
