Donald Trump threatened “complete annihilation” of Iranian civilization Tuesday morning if the country does not reopen the Strait of Hormuz by 8 p.m. ET, escalating tensions and drawing condemnation from Democrats.
Trump’s Threat and International Law
The president’s public statements, tied to a specific deadline and demands, are being described as unusually direct evidence of intent to violate international law. Trump posted on Truth Social that “a whole civilization will die tonight, never to be brought back again,” adding, “I don’t want that to happen, but it probably will.”
He followed with a reference to “complete and total regime change” and signed off with “God Bless the Great People of Iran,” suggesting the destruction of the state and the benediction of its people were compatible.
“47 years of extortion, corruption, and death, will finally end,” Trump wrote, referencing the 1979 Islamic Revolution. “We will find out tonight, one of the most important moments in the long and complex history of the World.”
Both the U.S. and Iran have ratified the Geneva Conventions of 1949. Article 33 of the Fourth Convention explicitly prohibits collective punishment of a civilian population. Article 54 of Additional Protocol I – whose core principles are binding as customary international law even on states that haven’t ratified it – prohibits attacks on infrastructure indispensable to civilian survival, with limited exceptions.
The U.S. has acknowledged this customary obligation, with a formal UN submission in 2024 stating Washington treats the fundamental protections of Additional Protocol I as legally binding even without ratification.
Political Reaction
Trump’s threats have drawn criticism from Democrats in Congress. Senator Patty Murray described Trump’s post as “the rantings of a bloodthirsty lunatic,” while Senator Chris Coons said it was “a threat to commit a war crime.”
Representative Joaquin Castro said the threat “suggests he’s either considering using a nuclear weapon or wants Iran to believe he would.” Representative Bonnie Watson Coleman called for invoking the 25th Amendment to remove Trump from office.
“In just 48 hours, the president has gone from threatening war crimes to threatening genocide,” Watson Coleman wrote. “He is clearly unstable and must be set aside.”
Recent Escalations
The Truth Social post followed a White House press conference Monday in which Trump voiced similar threats to reporters. “The entire country could be taken out in one night,” he said, adding, “that night might be tomorrow night.” When a reporter pointed out that attacks on civilian infrastructure violate the Geneva conventions, Trump did not dispute the point, saying, “I hope I don’t have to do it.”
Trump reiterated the 8 p.m. ET Tuesday deadline for Iran to reopen the Strait of Hormuz or face strikes on energy infrastructure and bridges. Iran’s Islamic Revolutionary Guard navy stated Monday that the strait “will never return to its previous state” for the U.S. and its allies.
Trump also claimed, without evidence, that U.S. intelligence had intercepted communications from Iranian civilians near bombing sites urging American forces to continue. He dismissed concerns about harming ordinary Iranians, insisting they would willingly endure losses for regime change.
The escalation comes alongside Trump’s $1.5tn Pentagon budget request, submitted last week with cuts to domestic programs.
Trump has made contradictory statements in recent weeks, including claiming the U.S. has no strategic need for the Strait of Hormuz while simultaneously making its reopening a central demand. He has also claimed total dominance of Iranian airspace despite a U.S. fighter jet being shot down over the country, and declared the war won while threatening its most destructive phase.
