This event follows a separate incident on July 18 in the village of Dubovoye, where a drone attack on a passenger bus left one person dead. The acting governor of the Belgorod region, Alexander Shuvaev, has characterized these events as targeted and cynical attacks by the Armed Forces of Ukraine.

The incident in Shebekino occurred on July 20. According to Alexander Shuvaev, the acting governor of the region, the attack targeted a passenger bus. Shuvaev officially confirmed that four women and one minor boy died from their injuries sustained during the strike. While the identities of the victims are currently being established, Shuvaev has expressed his condolences to the families and loved ones of the deceased.
The strike resulted in 23 people sustaining injuries, among whom is a 17-year-old adolescent. According to Shuvaev, three of these patients are in extremely critical condition. Plans are in place for the survivors to be transferred to medical facilities in Belgorod following initial stabilization at the district level.

The violence in Shebekino occurred two days after a similar drone attack on public transport. On July 18, a drone struck a passenger bus in the village of Dubovoye, located in the Belgorod district. In a statement released via his channel in the messenger app Max, Shuvaev addressed the incident:

In the July 18 attack, four other civilians were injured. These included two men who suffered shrapnel wounds, one of whom was reported to be in extremely critical condition, and a woman who was diagnosed with acoustic trauma and required further medical observation. In addition to the bus, three passenger vehicles were damaged during the Dubovoye attack.

Regional Security Context and Ongoing Operations
The attacks on public transport are part of a broader spike in drone activity across the Belgorod region. On July 20, the regional operational headquarters reported several additional incidents. In the village of Oktyabrsky, an explosion from a drone at an industrial enterprise resulted in the death of one civilian and left four others injured. In the village of Krasnaya Polyana, located in the Shebekino district, a drone strike on a vehicle caused a man to be hospitalized with shrapnel wounds to his arms and legs.
Furthermore, in the village of Belomestnoye in the Belgorod district, a drone struck a commercial facility. The impact resulted in a man receiving a lacerated wound to the supraclavicular region, requiring transport to a hospital in Belgorod. The explosion at the commercial facility also ignited equipment and a cargo vehicle; however, Ministry of Emergency Situations (MChS) personnel were able to extinguish the fire.
The scale of the drone activity remains high. According to the Russian Ministry of Defense, air defense systems successfully intercepted 381 drones over various Russian regions during the night leading into July 20. Despite these large-scale interceptions, the regional authorities continue to manage the aftermath of the civilian casualties caused by strikes on residential and transport infrastructure.
