ECDC Launches New Guidance to Strengthen European Respiratory Virus Detection

The European Centre for Disease Prevention and Control (ECDC) released new, modular guidance on July 20, 2026, to standardize respiratory virus surveillance across the EU and EEA. The framework aims to improve the early detection of influenza, COVID-19, and respiratory syncytial virus (RSV) by providing a common framework while allowing countries to adapt surveillance systems to their national context. Standardizing Respiratory Surveillance Across the EU/EEA

Public health officials across Europe have long grappled with inconsistent data, as individual nations historically relied on varying methods to track disease trends. The new guidance published by the ECDC on July 20, 2026, seeks to resolve this by establishing a common framework for monitoring influenza, SARS-CoV-2 (the virus responsible for COVID-19), and respiratory syncytial virus (RSV).

According to reporting from Newsy Today, the system is designed as a “modular tool.” This architecture is intended to solve the logistical burden of total system overhauls; rather than replacing entire surveillance networks when a new variant or virus emerges, officials can update individual modules. By aligning epidemiological and virological requirements, the ECDC aims to boost situational awareness, making it easier to identify regional outbreaks before they cross borders. The guidance outlines specific requirements to ensure that laboratories and public health agencies are collecting the same types of information to track the evolution of respiratory pathogens.

Integrating Future Data Streams: Wastewater and Electronic Records

While the initial rollout focuses on routine clinical surveillance, the ECDC has confirmed that the framework is built for expansion. Over the next year, the agency plans to finalize and release additional modules to incorporate modern, non-traditional data sources. Two key areas identified for future integration include:

For national health authorities, this means having the tools to decide when to scale up prevention measures—such as vaccination campaigns or mask recommendations—based on hard, comparable evidence.

Expert Collaboration at the Sarajevo Surveillance Meeting

The development of these standards follows a joint meeting held by WHO/Europe and the ECDC in Sarajevo on June 2–3, 2026. Health experts, including country focal points for influenza, SARS-CoV-2, and other respiratory viruses, reference laboratory representatives, and international experts, gathered to discuss the incorporation of the WHO Global Influenza Surveillance and Response System guidelines into national systems.

The new guidance for expanded surveillance of influenza and other emerging respiratory pathogens offers a forward-looking framework for how countries can better monitor, detect and respond to these persistent and evolving threats, said Dr. Erwin Cooreman, WHO Special Representative in Bosnia and Herzegovina. Dr. Cooreman added that the guidance reflects “scientific advances and hard-won lessons from recent years, particularly the need for integrated, flexible and sustainable surveillance systems that can adapt quickly to changing realities. Incorporating this guidance into national systems is not just a technical upgrade, it is a strategic imperative.”

Professor Jurica Arapović, Assistant Minister of Civil Affairs of Bosnia and Herzegovina, also emphasized the regional stakes: “The ongoing upward trend in acute respiratory infections is posing serious health risks, and our joint work and coordination in addressing respiratory viruses is of crucial importance to the health of people across the Region. We have a shared responsibility to ensure that our surveillance and response systems are prepared for future threats, whether from seasonal influenza, SARS-CoV-2, respiratory syncytial virus or other emerging pathogens.”

Coordination and Implementation Challenges

The meeting emphasized the need for surveillance systems to continuously adapt to the evolving epidemiology and challenges associated with respiratory viruses. Participants explored the application of new and improved biotechnological tools, including updated vaccines, diagnostics, and artificial intelligence, to strengthen risk assessment and response mechanisms across the Region.

CDC Updated Respiratory Virus Guidance and the Impact on Confinement Facilities

The ECDC’s most recent Communicable Disease Threats Report, covering the period of 13–17 July 2026, confirms that the agency continues to track a wide array of active public health threats. These include swine influenza A(H3N2), Influenza A(H5), and Influenza A(H5N1), among others. By providing a common framework, the ECDC aims to strengthen preparedness, situational awareness, and public health decision-making across the European Union and European Economic Area.
