U.S. Secretary of State Marco Rubio launches coalition to counter “extreme-left” terrorism
U.S. Secretary of State Marco Rubio launched a diplomatic coalition of 60 countries to counter what he termed a resurgence of political extreme-left terrorism.
The Washington Ministerial and the Allegation of Cuban Influence
In a high-profile address at the inaugural Reunión Ministerial sobre el Resurgimiento del Terrorismo Político in Washington, U.S. Secretary of State Marco Rubio asserted that Cuba has been instrumental in shaping the extreme left across the Western Hemisphere for decades. The summit brought together representatives from 66 nations to address the administration’s concerns regarding ideological violence. Rubio characterized this trend as a resentimiento ponzoñoso,
or poisonous resentment, masked by rhetoric about equality, arguing that the threat is now the primary source of anti-government plots in the United States. He further declared that the nature of these groups is always the same, whether they identify as anticapitalists, antiimperialists, communists, anarchists, or marxists.
State Department Data on Domestic Security

Rubio’s strategy seeks to categorize these diverse movements under a single, unified threat model. By framing the issue as a transnational challenge, the U.S. government aims to justify increased international pressure, including potential new sanctions, surveillance, and stricter enforcement of the Ley de Registro de Agentes Extranjeros.
Criticism and the Question of Evidence
The document, spanning roughly one hundred pages, attempts to present Cuba as the origin point for a network connecting guerrillas, social movements, universities, anti-deportation groups, Antifa, Black Lives Matter, and pro-Palestinian activism over a 67-year period. The report has drawn sharp criticism from observers who question the methodology behind the findings, noting that the document appears to be constructed using biased Artificial Intelligence.

Critics argue that the report relies on a flawed logical progression: identifying a real, isolated event—such as a condemned agent, a fugitive, or a visit to Havana—and then integrating these into a single network attributed to the Cuban state. Opponents of this view argue that citing a figure in Havana or defending the lifting of the blockade does not constitute participation in a clandestine operation, and the report fails to prove that social movements receive orders from the Cuban government.
Regional Reactions and Diplomatic Tensions
As the administration advances its strategy, the diplomatic response remains divided. While the U.S. has secured participation from dozens of nations, other regional organizations continue to host public demonstrations of solidarity with Cuba. On July 17, 2026, the Centro Cultural Leonardo Flavio in Lanús, Argentina, hosted an act of solidarity with Cuba that reiterated calls to end the economic blockade. Additionally, figures such as European Parliament member Ana Miranda have been noted in public appearances regarding the island.
