West African leaders have formally endorsed the Nigeria-Morocco Atlantic Gas Pipeline, a major energy infrastructure project that has now secured the necessary sovereign backing to advance toward implementation. The Intergovernmental Agreement for the project was signed by Heads of State of the Economic Community of West African States (ECOWAS) during a summit held in Freetown, Sierra Leone, on the weekend of July 18–19, 2026.
According to BBC, the agreement establishes the legal and governance framework for the pipeline, marking what is widely considered the final major political milestone before developers finalize financing and construction decisions.
Project Scope and Strategic Significance
The pipeline is designed to span nearly 6,900 kilometers along the Atlantic coast, connecting Nigeria’s vast natural gas reserves to markets across West Africa, the Sahel, Morocco, and eventually Europe. Once operational, the project is expected to transport 30 billion cubic metres of natural gas annually, serving an estimated 400 million consumers.

The initiative is jointly promoted by the Nigerian National Petroleum Company Limited (NNPC) and Morocco’s Office National des Hydrocarbures et des Mines (ONHYM). By linking into the existing Maghreb-Europe Gas Pipeline via Spain, the project intends to provide a direct export route for African gas to reach European markets. Additionally, the pipeline is slated to supply natural gas to countries along the Atlantic coast that currently rely on expensive imported fuels, potentially supporting new power generation, fertilizer plants, petrochemical industries, and regional manufacturing.
Regional Integration and Economic Impact
Sierra Leonean President and current head of ECOWAS, Julius Maada Bio, hailed the agreement during the Freetown ceremony, stating, Don’t be surprised when the gas comes your way.

Industry experts suggest the pipeline represents a shift in energy models for the continent. Charles Majomi, an energy expert and former Nigerian government advisor, noted that the project moves away from the traditional practice of extracting African gas for processing abroad, which often results in the refined product being shipped back to Africa at significantly higher costs. According to bbc.co.uk, Majomi emphasized that the project could boost Africa’s power on the international stage by providing a necessary, useful energy corridor to Europe and potentially Asia.
Prof. Ganiyat Adejoke Adesina-Uthman of the National Open University of Nigeria added that the pipeline serves as a symbol of regional collaboration, stating that it will open up Africa as a corridor to international markets.
Implementation Challenges and Timeline
Despite the political momentum, significant hurdles remain before construction, which is expected to begin in 2028. The project carries an estimated cost of $25 billion, a figure that officials acknowledge could rise due to inflation.
Key challenges identified by stakeholders include:
- Financing: Securing the capital required for a project of this scale remains a primary concern.
- Security: The pipeline’s success depends on the 13 member nations, plus the disputed territory of Western Sahara, successfully protecting the infrastructure from potential attacks.
- Regional Stability: Maintaining political stability across all participating host countries is essential for the long-term viability of the supply lines.
While the route has been largely agreed upon and feasibility and front-end engineering design (FEED) studies are complete, the intergovernmental framework still requires the final signatures of the Kingdom of Morocco and the Islamic Republic of Mauritania to be fully finalized.
