Trump Announces Board of Peace Gaza Disarmament Agreement

The agreement follows months of negotiations involving direct talks between Hamas and mediators including Qatar, Turkey, and Egypt. Trump thanked the mediating countries for their work and praised his own negotiating team for securing the breakthrough. Around 35 countries have agreed to participate in the Board of Peace initiative.

Phased Disarmament and International Oversight

According to the details of the agreement, the disarmament process will be implemented in carefully structured phases. A copy of the agreement obtained by Aljazeera stipulates that a precise disarmament roadmap must be prepared within 14 days, subject to possible extensions approved by an international verification body and all parties.

The process will begin with the entry of a National Committee and the International Stabilisation Force into Gaza. The National Committee will oversee the inventory and storage process, with an international verification committee observing and Palestinian factions participating. Specific zones in Gaza will be identified and demilitarised, and the process will move to its next phase only after being verified by an independent body.

Under the plan, Hamas and other armed groups will hand over their weapons. US officials noted that the Gaza police force would surrender its weapons to the Board of Peace-backed Gaza administration within the next two weeks.

Political Transition and Israeli Troop Withdrawal

The agreement is designed to pave the way for Gaza to be governed by a new Palestinian administration that will work closely with the Board of Peace. Earlier in July, Hamas announced the dissolution of the body it led that had governed Gaza for nearly two decades, preparing to transfer power to a technical committee as part of the broader ceasefire framework.

As the disarmament process is completed, Israeli forces are expected to withdraw from Gaza. The withdrawal must move in lockstep with the decommissioning of weapons. Once disarmament is finalized, the International Stabilization Force will work alongside a new Palestinian police force to secure the territory.

Broader Context and Continuing Challenges

The 20-Point Gaza Peace Plan is a US-backed framework unveiled by Trump alongside Israeli Prime Minister Benjamin Netanyahu in September 2025. The plan aims to immediately end the conflict, secure the release of hostages, dismantle the tunnel network, deploy an international security force, form a technocratic Palestinian government, and rebuild the war-ravaged enclave.

The conflict began following a Hamas-led attack on southern Israel on October 7, 2023, which killed around 1,200 people and resulted in 251 hostages being taken. Israel’s military response in Gaza has since killed more than 73,000 Palestinians, according to health ministry figures reported by the Mirror.

Despite the announcement of the disarmament deal, challenges remain on the ground. Palestinian Islamic Jihad stated that reports of an agreement between the factions and Israel were inaccurate and expressed reservations about the wording. Meanwhile, Israeli airstrikes killed at least six Palestinians in Gaza, including two children, and neither Hamas nor Israel gave an immediate official indication that they had formally agreed to the terms.
