Jérôme Dupras Named Quebec Chief Scientist

Quebec has placed one of its most recognizable cultural figures into a central government science post. The appointment gives a public figure with extensive academic credentials the helm of the Fonds de recherche du Québec (FRQ), where he serves as chief executive and top adviser on research policy.

Academic Roots and Ecological Economics in Quebec

Dupras arrives in the post with a career built far outside the entertainment industry. He holds a PhD in geography from the Université de Montréal, a bachelor’s degree in biochemistry, and completed a postdoctoral fellowship in the Department of Biology at McGill University. He works as an associate professor of ecological economics in the Department for Natural Sciences at the Université du Québec en Outaouais and serves as a researcher at ISFORT, the Institute of Temperate Forests Science, alongside holding the Canada Research Chair in Ecological Economics.

His academic focus centers on biodiversity, land-use planning, and the economic valuation of ecosystem services. This portfolio evaluates how natural assets like forests, wetlands, and urban green spaces contribute to regional economies and overall environmental health. That expertise positions Dupras to influence how the provincial government balances environmental protection against development pressures in a politically sensitive landscape.

From Stage Success to Public Policy

While his academic credentials run deep, Dupras maintains his connection to Les Cowboys Fringants, a band known for major hits such as Les Étoiles filantes and for drawing massive crowds, including roughly 50,000 fans at the Plains of Abraham during the Festival d’été de Québec. Band success took Dupras on tours across Quebec, France, Belgium, and Switzerland in his early 20s. A pivotal trip to Costa Rica, where he witnessed the country’s natural resource management, turned his focus toward ecological economics—a field viewing the human economy as part of a finite biosphere.

To channel that philosophy into action, Dupras and his bandmates established a private foundation that allocates a portion of group profits to planting trees and protecting high-value ecological areas. Explaining the motivation behind the foundation, Dupras noted that the group wanted to move past pure critique.

As chief scientist, Dupras succeeds Rémi Quirion, who served as Quebec’s first chief scientist starting in 2011. In his new role leading the FRQ, Dupras advises the provincial minister of economy, innovation and energy on research, science development, and technology. His responsibilities include promoting Quebec science internationally and fostering collaboration among academic researchers, public institutions, and private industries.

Stepping from music and academia into high-level government advisory work marks a shift in tone for Dupras. He noted that while his core message remains consistent, the delivery has evolved from the harsher political critiques found in older band tracks like Lettre à Lévesque. Rather than lecturing leaders, he now aims to bring rigorous scientific information directly to elected officials.

As Dupras takes charge, the provincial research sector faces pressing decisions regarding funding allocations for artificial intelligence, health sciences, and climate change adaptation, placing his unique blend of public visibility and scientific rigor at the center of Quebec’s policy future.
