Hong Kong’s Airport Island driverless vehicle project launched its full uncrewed testing phase on July 27, 2026, operating without safety operators on board. According to reports from RTHK, the vehicles maintained stable operations through rainy conditions on day one.
Airport Island Driverless Testing Begins Without Onboard Operators
The pilot project reached a major milestone as test vehicles officially shed their onboard backup operators. Transport department officials noted that the first day of testing proceeded smoothly despite wet weather, prioritizing public safety while evaluating remote performance metrics.
To ensure clear visibility for the public, test vehicles carry distinct purple identification tags alongside designated transport department labels. These visual markers alert pedestrians and human drivers that an uncrewed vehicle is navigating local thoroughfares.
Complex Routes and Commercial Readiness
The current testing grounds are designed to stress-test autonomous systems against unpredictable traffic patterns. Routes deliberately incorporate multi-lane roundabouts, yield-controlled junctions, and variable traffic volumes throughout different times of the day.
Engineers aim to harvest rich operational data from these varied environments to pave the way for eventual commercial scaling. The initiative forms part of a broader expansion across Hong Kong’s autonomous vehicle trials.
Fleet Expansion and Global Significance
The Airport Island initiative has grown substantially since its initial deployment in 2024. Earlier approvals allowed passenger-carrying vehicle counts to double from 10 to 20 units on Airport Island, alongside an increase from 3 to 8 vehicles in Tung Chung town center.

Across the region, the transport department has issued eight autonomous pilot licenses covering 65 distinct vehicles, accumulating more than 240,000 kilometers of aggregate testing distance. Milestone achievements include simultaneous multi-vehicle operations, designated passenger boarding, expanded route corridors, and gradual speed increases.
Representatives for Baidu affiliate Apollo Go noted that this deployment marks a critical industry milestone. The operator confirmed that the Airport Island trial represents the first uncrewed, remote-monitoring test of its kind within a global right-hand-drive market.
Safety Mandates and Regulatory Oversight
Regulatory frameworks for the pilot require stringent risk mitigation protocols. Operators must maintain comprehensive safety management systems, detailed emergency response procedures, and mandatory third-party liability insurance for every active vehicle.
Additionally, each autonomous unit carries an onboard electronic data recorder designed to preserve telemetry logs for post-incident analysis. While the government maintains a structured legal framework for accountability, officials emphasize that incident liability must be evaluated on a case-by-case basis depending on specific operational conditions.
