Botswana warns of ‘alarming rise’ in citizens lured into Russian combat
The government of Botswana has issued an urgent warning regarding an “alarming” increase in the number of its citizens being coerced into fighting for the Russian army in its war against Ukraine. According to the Ministry of International Relations, these individuals are frequently lured abroad through deceptive recruitment schemes under the guise of legitimate employment.

The Mechanism of Deception
In a statement released on 18 July, officials detailed how Batswana nationals are being misled by job offers that prove to be fraudulent. Once these recruits arrive in Russia, they are subjected to coercion and forced into active combat operations. The ministry has advised all citizens to exercise extreme caution and to verify the legitimacy of any international job offers before accepting them or traveling abroad.
The government reported that it continues to receive distress calls from Batswana nationals who are already stationed on the frontlines. These individuals have described the conditions they face as perilous and heartbreaking. While the government previously identified at least two youths who may have been recruited as of December, recent updates indicate that the scale of the issue has grown significantly.
Regional Context and Recruitment Trends
Botswana is not the only nation in the region grappling with this issue. Several other African countries have reported that their citizens have been duped into fighting for the Russian military. The trend appears to be part of a broader pattern of recruitment targeting individuals across the African continent.
Research by the non-profit organization Inpact, which operates the All Eyes on Wagner
programme, highlighted the scale of this phenomenon in a mid-February report. The group documented that more than 1,400 Africans were recruited by Moscow between January 2023 and September 2025. The report noted that many of these recruits possessed minimal military training. Furthermore, the collective stated that at least 316 of these individuals had been killed while fighting against Ukraine.
The largest contingents of recruits identified by the collective originated from Egypt, Cameroon, and Ghana. Additionally, Kenya has publicly stated that approximately 1,000 of its citizens have been recruited into the conflict.
Legal and Humanitarian Stakes
The recruitment of African nationals into the war has prompted varying degrees of official intervention. According to reports from Bloomberg, authorities in Kenya and South Africa have taken steps to address the illicit activity by arresting and prosecuting individuals involved in the recruitment networks responsible for sending Africans to fight in Russia.
The situation remains a significant concern for the government of Botswana as it attempts to protect its citizens from falling victim to these arrangements. The ministry’s latest advisory serves as a direct response to the rising number of reports of citizens being misled into hazardous combat roles, emphasizing the critical need for vigilance when evaluating foreign employment opportunities.
