Severe flooding and landslides in Aceh, North Sumatra, and West Sumatra have impacted 3.3 million people and displaced over 290,000, with women, girls, persons with disabilities, and older persons facing heightened risks. A Gender Alert issued December 6, 2025, highlights the urgent need for protection and targeted assistance in the affected regions.

Gendered Impacts of Indonesian Flooding

The alert details that logistical isolation, damaged infrastructure, and disrupted communications are exacerbating risks of mortality, exclusion, and gender-based violence (GBV). The absence of Sex-, Age-, and Disability-Disaggregated Data (SADDD) is hindering efforts to provide targeted assistance.

Overcrowded shelters lacking privacy, adequate lighting, and safe water, sanitation, and hygiene (WASH) facilities are further increasing GBV risks and limiting access to essential services.

Urgent actions called for in the alert include deploying mobile maternal health and protection teams, rapidly improving shelter safety and accessibility, and prioritizing vulnerable households – particularly those headed by women – for essential supplies, including dignity kits. Formal engagement of women’s organizations and organizations of persons with disabilities in coordination and decision-making structures is also crucial.
