Efforts by the Enabling Futures Initiative (EFI) have garnered international recognition, including being highlighted as a case study by the OECD’s Observatory of Public Sector Innovation (OPSI). The initiative also received a mention during the 2025 National Day Rally, leading to increased funding and potential collaboration with the Ministry of Social and Family Development (MSF).
EFI Recognized for Innovative Approach
In 2023, EFI’s pilot program was one of 10 case studies shortlisted from over 1,000 submissions by the OECD’s Observatory of Public Sector Innovation (OPSI), which provides governments with tools to address societal challenges.
Prime Minister Lawrence Wong highlighted EFI during the 2025 National Day Rally, which resulted in additional funding and discussions with MSF regarding potential collaboration to support families.

EFI provides grants to individuals pursuing home-based work. One beneficiary, Lina (not her real name), a mother of three with a child with medical needs, utilized an EFI grant as seed capital to expand her children’s clothing business.
Lina used the grant to purchase stock for live-selling, reaching new customers and increasing her income from S$1,000 a month to S$1,000 a week. She also collaborated with other entrepreneurs from her EFI intake to organize a Ramadan 2025 bazaar, further boosting her income.
By reinvesting her earnings, Lina is now working towards launching her own clothing line and eventually opening a physical store.
