Conflicting Accounts of the Incident

A federal immigration officer fatally shot a 26-year-old Colombian man in Biddeford, Maine, on Monday morning. Officials later confirmed that the man was not the individual named in the arrest warrant that agents were attempting to serve at the time of the incident.

The shooting occurred at the intersection of Pool and Hill streets at approximately 7:30 a.m. The Maine Attorney General’s Office, which is investigating the incident alongside the FBI and the Department of Homeland Security’s Office of Inspector General, stated that an Enforcement Removal Operations officer was conducting an enforcement operation related to a final order of removal when the encounter escalated.

Conflicting Accounts of the Incident

While federal authorities have been largely silent on the specific events leading to the shooting, U.S. Sen. Angus King reported that Homeland Security Secretary Markwayne Mullin told him the agent opened fire after the man attempted to use his vehicle as a weapon. According to King, the secretary used the term “weaponized” to describe the man’s actions, noting that initial reports suggesting the man was the target of the enforcement action were incorrect.

The Maine Attorney General’s Office stated that initial reports suggest the motorist was attempting to flee in the direction of the officer when he was shot.

Witness accounts from the neighborhood offer varying perspectives. Daniel Boucher, who observed the scene from a nearby window, reported hearing the man say, “I tried to stop” after his vehicle had been wedged to the curb by an unmarked white vehicle. Another resident, Em Akerley, stated that she did not hear any commands, yelling, or screaming prior to the sound of six or seven gunshots.

Lack of Body-Worn Camera Evidence

A significant point of concern for state officials and the public is the lack of objective video evidence. Sen. King confirmed that the ICE agents involved in the shooting were not wearing body cameras. “Body cameras were not on the agents. So we have no video evidence of what occurred in this case,” King said.

The Victim and Community Response

Advocacy groups, including the Maine Immigrants’ Rights Coalition and Presente!, identified the victim as a 26-year-old native of Colombia. The groups stated that the man was authorized to work in the United States and had been issued a Social Security number.

The incident has triggered a wave of tension in the coastal city, located approximately 15 miles southwest of Portland. Shortly after the shooting, dozens of demonstrators gathered near the scene to protest ICE tactics. Mary Hayes, a local resident, described witnessing the immediate aftermath, noting that the victim’s wife and child were present in the vicinity of the shooting.

Ongoing Investigation and Accountability

The agent responsible for the shooting has been placed on leave. The investigation, now led by the Boston office of the DHS Inspector General in cooperation with the FBI, remains active. Maine political figures have demanded transparency. Sen. King stated that he received a commitment from Secretary Mullin that the investigation would be “full, fair and transparent.” Meanwhile, Maine Governor Janet Mills acknowledged the alarm caused by the event, stating that the Maine State Police are working with the Attorney General’s Office and federal officials to establish the facts.
