The visiting American delegation includes prominent members of the U.S. House Appropriations and national security committees who actively participate in decisions regarding U.S. defense funding and cooperation with allies. Among them is Ken Calvert, Chairman of the Appropriations Subcommittee on Defense, alongside representatives Betty McCollum, Jake Ellzey, John Rutherford, Scott Franklin, Nick LaLota, and Norma Torres. Additional American lawmakers who have participated in parliamentary meetings in Latvia include Don Bacon, Ed Case, Dan Crenshaw, and Lloyd Doggett.
Reinforcing NATO’s Eastern Flank and Regional Security
Latvian officials used the high-stakes meetings to brief American lawmakers on their assessment of the security situation in the Baltic region, pointing directly to the challenges and threats created by Russia and Belarus. Lawmakers emphasized that deterrence requires close coordination across the Baltic states and Washington.
The Deputy Speaker of the Saeima stated that close cooperation between Latvia, Lithuania, Estonia, and the U.S. is an essential prerequisite for deterring Russia and a significant contribution to the security of all of NATO.
Latvia continues to invest in defense infrastructure and capabilities, declaring readiness to host additional U.S. units to jointly strengthen the alliance’s eastern flank. Protecting the European Union and NATO border remains a top priority, alongside maintaining long-term cooperation with the U.S. to secure external borders. Parliamentary discussions also addressed Russia-backed hybrid attacks, acts of sabotage, and disinformation campaigns.
Expanding Economic Ties and Inviting Military Manufacturing
Beyond traditional defense postures, Latvian lawmakers pressed for a robust economic partnership, aiming to deepen bilateral cooperation with the U.S. security and defense industry, energy, and technology sectors.
Z. Kalniņa-Lukaševica emphasized that they are very interested in attracting U.S. investment and have significantly improved the investment environment, noting that last year they amended the tax regime to substantially reduce the overall tax burden for U.S. investors, expressed readiness to continue working together, and invited U.S. military manufacturing companies to consider Latvia as a destination for investment and expansion.
Sustaining Aid to Ukraine and Acknowledging Congressional Support
The discussions also underscored the absolute necessity of maintaining U.S. leadership in the NATO alliance, preserving transatlantic unity, continuing to provide support to Ukraine, and keeping pressure on Russia. Latvian representatives expressed deep gratitude for America’s historic role in strengthening Latvian security and the consistently strong backing from the U.S. Congress.
Addressing the congressmen, Z. Kalniņa-Lukaševica said that they deeply appreciate the historic role of the U.S. in strengthening Latvia’s security and are grateful for the consistently strong support for Latvia and the Baltic states in the U.S. Congress, adding that close cooperation, including support under the Baltic Security Initiative, has significantly contributed to Latvia’s security and defense.
As parliamentary talks proceed, both nations continue to emphasize mutual contacts, including visits by congressmen and congressional advisors to Latvia alongside meetings between Saeima deputies and lawmakers in Washington and elsewhere.
