A lawmaker is calling for complete transparency in the allocation of funds within the proposed 2026 General Appropriations Act (GAA) before a vote is held on Dec. 29, 2025. Representative Tobias Tiangco of Navotas City stated that full disclosure of the budget is “non-negotiable” and should be made available on the Congress website.
Demand for Detailed Budget Breakdown
Tiangco urged the House of Representatives to release detailed information regarding fund distribution per congressional district and party-list group prior to the vote on the national budget. He has been requesting this information since Oct. 13, and believes that with bicameral deliberations concluded, there is no justification for withholding the details.
Without full disclosure, Tiangco argued, lawmakers will be unable to verify if certain districts or party-list groups are receiving disproportionately large budget increases. He also pointed to a lack of transparency in previous budget cycles regarding party-list allocations, making it difficult to determine the funding received by each group.
In addition to a breakdown of allocations per district and party-list, Tiangco said the specific programs and projects designated to receive these funds must also be published on the Congress website. He reiterated that full public disclosure before the vote is essential to ensure accountability, informed decision-making, and public trust in Congress’ handling of the national budget.
