Parang, Maguindanao del Norte residents now have access to streamlined government services with the soft launch of the Digital Bangsamoro Center and Digital Bangsamoro Web Portal at the Municipal Hall on Monday, February 16, 2026.
Digital Transformation in Parang
The initiative, part of the Localizing e-Governance for Accelerated Provision of Services (LeAPS) program, is a collaboration between the Ministry of the Interior and Local Government (MILG) and the United Nations Development Programme. It aims to centralize essential services—including business permit applications and civil registrations—into an online “one-stop shop.”
Atty. Fausiah Abdula, MILG Director for Operations Management Services, stated the initiative represents “dignity in public service” and will strengthen confidence in governance. She noted the transition to digital systems signifies a shift from reactive to proactive governance as the Bangsamoro region continues its reforms.
Abdula also highlighted that Parang has recorded the highest number of registrants in the program thus far, attributing this success to strong collaboration among stakeholders.
Parang is the second municipality in Maguindanao del Norte, following Datu Blah Sinsuat, and the eighth in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to activate the facility.
Reduced Transaction Times
Mayor Cahar Ibay explained the innovation is designed to reduce the “time, cost, and visits required for transactions,” benefiting constituents who previously faced lengthy lines and extensive paperwork.
“This is a massive boost for governance in Parang. We want to accelerate transactions so we can deliver on people’s needs immediately,” Ibay said. He added that the goal is to eliminate the difficulties constituents face when obtaining business permits, enabling them to transact digitally.
The launch builds upon Parang’s growing reputation as a digital leader, as the municipality was also among the first in the region to implement the Paleng-QR Ph Plus program for cashless payments.
According to MILG, this digital shift aligns with the BARMM government’s enhanced 12-point priority agenda, which identifies digital infrastructure and e-governance as critical drivers for regional development.
