Missing Boy in State Care: Judge Slams Month-Long Search Failure

A judge has expressed strong dissatisfaction with the Child and Family Agency (CFA), stating its handling of a case involving a missing 13-year-old in state care is “completely unsatisfactory and unacceptable.” The boy has been missing from his placement since February 17.

Missing Teen in State Care Sparks Judicial Criticism

Judge Conor Fottrell, presiding over a childcare case at Dublin District Court, stated it “beggars belief” that the child has been missing for nearly a month with no progress made in locating him or securing a suitable residential placement.

The Interim Care Order (ICO) for the boy was extended by one week only, with Judge Fottrell describing the situation as “shocking.” The boy’s mother is deceased, and his grandfather, father, and wider family are reportedly “very worried and distressed.”

The ICO was first granted on November 17. A court order issued on February 18 directed the CFA to provide a suitable registered placement for the child, following a request from the court-appointed Guardian ad Litem.

The boy has had some phone contact with his Guardian ad Litem and social worker, but has not been seen in person by any professionals in almost a month. He has reportedly stated he does not want to return to his current Special Emergency Arrangement (SEA) placement and is believed to be moving between various locations.

The Guardian ad Litem has described the child as “an extremely vulnerable young person” with a history of risk-taking behavior, criminal association, and substance misuse, concerns that are heightened by his prolonged absence.

The CFA informed the court that a previously identified residential placement option is no longer available. The SEA remains the only placement option, a situation that has persisted since November.

Judge Fottrell emphasized that the immediate priority is to locate the child safely, but also stressed the CFA’s obligation to comply with the court order and find an appropriate placement urgently. He noted this is the sixth time the case has come before the court in one month, and that there has been no material change in the situation over the past four weeks.
