PNP to security guards: Drinking liquor on duty not allowed

The Philippine National Police (PNP) has reminded private security personnel and agencies of the prohibition against consuming alcohol while on duty or reporting for work under the influence. The reminder comes ahead of New Year’s celebrations, following reported incidents of security professionals violating this rule.

Liquor Ban for Security Professionals

The directive is outlined in Memorandum Advisory No. 067-2025, issued December 29 by the PNP Supervisory Office for Security and Investigation Agencies (SOSIA), which operates under the PNP Civil Security Group (PNP-CSG). The SOSIA oversees private security service providers (PSSPs) and private security professionals (PSPs).

According to the memorandum, “recurring incidents” have occurred where security guards and other PSPs have reported for duty while intoxicated or consumed alcohol during their shifts.

All PSPs are expected to adhere to professional conduct and ethical standards as mandated by Republic Act No. 11917 (Private Security Services Industry Act) and its implementing rules and regulations. Section 236(6), Rule 52 of the IRR specifically states that PSPs “shall not drink intoxicating liquor immediately before and during their tour of duty nor use any dangerous drugs.”

The SOSIA has ordered PSSPs to ensure personnel are not deployed while under the influence of alcohol or prohibited drugs. Strict monitoring and supervision are required, as intoxication compromises alertness, judgment, and the safe performance of security duties.

Violations of the IRR of RA 11917 could result in a suspension of one month and one day to six months, or a fine of P500 to P1,000.
