Ukraine’s Permanent Representative to the United Nations, Andrii Melnyk, accused Russia of committing new Russian war crimes against civilians during a forceful address to the UN Security Council on Monday. Melnyk stated that Moscow is masking deep military and economic weaknesses behind displays of force while escalating threats to the European continent.

New Allegations of Russian War Crimes
Melnyk told the Security Council that Russia deliberately launched devastating drone and missile attacks on energy infrastructure in early January. These strikes occurred as temperatures dropped to -15°C (5°F), leaving millions of civilians without electricity, heating, or water.
He described these tactics as an attempt to break civilian resistance by weaponizing cold and darkness. Melnyk noted that such actions echo the most infamous precedents in human history where “evil empires” sought to crush populations through deprivation.
The representative also drew parallels to World War II, noting that the current invasion has lasted 1,418 days. This duration exceeds the war between the Third Reich and the Soviet Union.
The Oreshnik Missile and “False Flag” Claims
Ukraine requested the emergency meeting following the use of the Oreshnik intermediate-range hypersonic ballistic missile system against the Lviv region. Melnyk warned that because the weapon can carry a nuclear payload, it represents a direct threat to international peace and regional stability.
He dismissed Moscow’s justification for the strike—a purported attack on Vladimir Putin’s residence—as an “absolute lie.” Melnyk compared the claim to the 1939 Gleiwitz incident, where Adolf Hitler staged a false-flag attack to justify invading Poland.
Regarding the weapon’s capabilities, Melnyk mocked the “superweapon” as a “trinket.” He stated that Ukrainian experts analyzing the remnants found a gyroscope of the same type used by Yuri Gagarin over 60 years ago.
Russia’s Economic and Demographic Collapse
Melnyk argued that Russia’s economic foundations are under enormous strain, stating that 2025 served as a breaking point. He noted that GDP growth slowed to 0.1% in late 2025, with the IMF forecasting only 0.6% growth for 2026.
Budget revenues were reportedly set at $500 billion but updated forecasts suggest they will fall closer to $447 billion. Melnyk attributed this decline to shrinking oil and gas revenues and new U.S. sanctions against Rosneft and Lukoil.
The National Wealth Fund has also seen a drastic reduction, falling from $145 billion before the war to $35 billion by mid-2025. Projections suggest the fund could be exhausted by 2026 if current budget deficits persist.
Demographic Shock and Labor Shortages
The human cost for the Russian military has been severe, with over 1.2 million casualties reported since February 2022. Melnyk stated that Russia lost an average of 1,200 soldiers per day last year.
This loss is concentrated among men aged 20 to 39, the core labor and fertility cohort. Combined with the emigration of 900,000 educated Russians, Melnyk estimated a labor shortage of 6.5 million workers in 2026, potentially widening to 11 million by 2030.
Calls for Increased Sanctions
Melnyk urged allies to transfer all available air defense systems and long-range weapons to protect Ukrainian civilians. He argued that coordinated sanctions are the only way to push Moscow toward peace, stating, “The medicine is working, it is the dose that should be increased.”
Closing his address, Melnyk compared modern Russia to the Soviet Union in its final years of decline. He described the current Russian state as a “colossus with feet of clay” and a “house of cards” that will eventually collapse.
