Russian occupation policies have triggered a demographic collapse in eastern Ukraine, according to the Main Directorate of Intelligence of the Ministry of Defense of Ukraine. The region has seen its population drop by nearly one-third over the last decade, with Moscow now actively replacing local residents with Russian and Central Asian migrants.

The severity of the crisis is reflected in stark vital statistics that, according to Ukrainian intelligence, significantly underperform even the Russian national average. In 2025, the natural population growth rate in the occupied portion of the Donetsk region was recorded at –9.9‰—a figure 2.4 times worse than the general growth rate within Russia itself.
Resettlement Programs and Ethnic Replacement
As the local Ukrainian population flees or dwindles, the Russian government is actively facilitating the arrival of new groups to alter the ethnic composition of the occupied lands. This process is managed through specialized state programs that offer financial incentives, career opportunities, and other benefits to encourage relocation.
The scale of this influx is substantial. As of July 2026, the occupied regions of Crimea and Sevastopol host hundreds of thousands of ethnic Russians. Plans for the future are even more expansive, with the Russian government aiming to relocate additional Russian citizens to Sevastopol by 2042.
Outside of Crimea, the demographic shift is also underway in the occupied parts of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. By 2024, these areas already accounted for 200,000 ethnic Russians and approximately 100,000 labor migrants from Central Asia and the Caucasus. The pace of this migration remains high; in the Donetsk region alone, many such labor migrants were registered since the beginning of 2026.
The Role of Occupation Administrations
The individuals being moved into these territories are not merely settlers; many are described by the Ukrainian Ministry of Defense as being sent by Russia to serve in occupation administrations. These workers are tasked with maintaining control over the territories, effectively solidifying the occupation by replacing the local Ukrainian identity with a Russian one.
