SADC Ministers Convene to Address Regional Energy and Water Security

Ministers responsible for energy and water from the Southern African Development Community (SADC) have gathered in Pretoria, South Africa, for a four-day joint meeting aimed at strengthening regional energy security, improving water resource management, and advancing sustainable socio-economic development. The meeting, which runs from 14–17 July 2026, is being held in a hybrid format as regional leaders work to coordinate policy implementation ahead of the 46th Ordinary Summit of SADC Heads of State and Government scheduled for August.

South Africa is hosting the gathering in its capacity as Chair of the relevant SADC Sectoral Committees. The sessions bring together ministers, senior officials, representatives of the SADC Secretariat, regional institutions, and cooperating partners to review progress on regional projects and provide policy direction on emerging priorities.

Strategic Energy Priorities and Access

A primary focus of the meeting is the region’s electricity supply and demand. SADC leaders are tasked with assessing progress on energy infrastructure projects designed to strengthen security. According to SADC Deputy Executive Secretary for Regional Integration, Angele Makombo N’tumba, the current state of electricity access remains a significant hurdle to development, with only 35% of the SADC population currently having access to electricity. N’tumba emphasized that the region must accelerate its efforts, noting that without energy, industrialization and manufacturing cannot occur.

  • Implementation of the Dar es Salaam Declaration on Mission 300 to increase electricity access in Sub-Saharan Africa by 2030.
  • Expanding renewable energy deployment and promoting energy efficiency.
  • Development of hydrocarbons infrastructure, such as fuel pipelines and storage facilities.
  • Deliberations on emerging technologies, including green hydrogen, smart grids, and electric mobility.
  • Progress toward a regional Just Energy Transition Framework and clean cooking initiatives.

Water Management and Transboundary Cooperation

In the water sector, ministers are reviewing the implementation of regional water and sanitation projects. Discussions are centered on transboundary water initiatives coordinated through River Basin Organisations and Shared Water Institutions. The meeting also serves as a platform to review the SADC Groundwater Programme and the SADC Water Fund.

  • Considering the extension of the Fifth Regional Strategic Action Plan (RSAP-V) to 2030.
  • Reviewing the Revised Protocol on Shared Watercourses.

Regional Integration and Future Goals

The joint meeting forms part of the broader SADC effort to promote regional integration through coordinated policy implementation. By aligning these efforts, the SADC aims to achieve the objectives outlined in the SADC Regional Indicative Strategic Development Plan (RISDP 2020–2030), the African Union Agenda 2063, and the United Nations Sustainable Development Goals.

The discussions are occurring against a backdrop of increasing regional challenges, including rising electricity demand, climate change pressures, water shortages, and the need to modernize ageing infrastructure. By gathering stakeholders to align on these critical sectors, the SADC seeks to foster climate resilience and create the necessary conditions for inclusive economic growth across its member states. The outcomes of this four-day meeting will provide the strategic guidance required to accelerate these regional programmes through the end of the decade.
